AGENDA REVIEW SESSION DECEMBER 7, 2017 376 <br />The Agenda Review Session of the Board of Public Works was convened at 10:33 a.m. on <br />December 7, 2017, by Board President Gary A. Gilot, with Board Members Elizabeth Maradik, <br />Therese Dorau, and Suzanna Fritzberg present. Board Member James Mueller was absent. Also <br />present was Attorney Clara McDaniels. The meeting was held in the 13th Floor Boardroom, <br />County -City Building, 227 W. Jefferson Blvd., South Bend, Indiana. Board of Public Works <br />Clerk, Linda Martin, presented the Board with a proposed agenda of items presented by the <br />public and by City Staff. <br />Board members discussed the following item(s) from the agenda. <br />- Opening of Quotations — Fire Department Helmets <br />Assistant Chief Todd Skwarcan, Fire Department, stated they have two (2) options on how to <br />purchase these helmet, noting they want to match the features they already have on their helmets. <br />He explained they want to get pricing options, so they didn't want to do special purchase, rather <br />than quote, but they are asking for a specific helmet. Mr. Gilot asked if other vendors can make <br />this feature or is it patented. Mr. Skwarcan stated there are others but not this same one. Attorney <br />McDaniels stated her advice is to go special purchase or add language "equal to" to the <br />specifications. Mr. Gilot recommended the specific language should be "approved equal", and <br />should be objective but not debatable. Attorney McDaniels agreed. Mr. Gilot recommended the <br />Fire Department use the same language used in the Engineering specifications. <br />- Resolution No. 61-2017 — Exchange of Personal Property <br />Assistant Chief Skwarcan stated this property exchange is with St. Joseph County. He noted the <br />County owns three (3) ambulances and proposed to swap (2) of them with the city's truck and <br />trailer. He noted all of the vehicles being traded are from 1992 or 1993. <br />- Special Purchase — City of Venice, Florida <br />Mr. Skwarcan informed the Board that when Engine 4 caught on fire, it put the Fire Department <br />down one (1) apparatus, hampering their operational functioning. He noted this is a 2003 used <br />apparatus. He stated it is hard to find one through the open market, most are kept on the road for <br />20-25 years, pretty much their life span. Ms. Dorau asked if they placed an insurance claim on it. <br />Mr. Skwarcan stated they did and this used one will be funded through the insurance claim. <br />- Software Renewal Agreement — Public Engines, Inc. <br />Sergeant Chad Goben stated this renewal is for the software for crime reports on the internt. He <br />stated anybody can look at it to see what and where crimes are being reported. Mr. Gilot asked <br />how often the site is updated. Sgt. Goben stated it automatically updates three (3) times a day, <br />and they have two (2) people who verify to make sure it's correct. Ms. Dorau suggested there is a <br />lot the City could do with our technology. Sgt. Goben stated they work with neighborhood <br />watches on the data. <br />- Professional Services Agreement — Virtual Academy <br />Sergeant Goben stated this agreement is for classes to help prepare officers for new promotions. <br />He added it counts toward credit hours they are required to have. He stated it is for a ninety (90) <br />day trial. Mr. Gilot asked if the Police Department still has their subscription training. Sergeant <br />Goben stated this is a web based training they can do on their own time. The other is classroom <br />training that they have to take time off to attend. He noted this will be specifically geared <br />towards South Bend Police officers also. <br />- Agreement — Motorola <br />Sergeant Goben stated the Police Department's current radios are beyond their life span and they <br />are not able to get replacement parts for them because they are outdated also. He noted the new <br />radios are digital and cloud based and will be good for ten (10) to fifteen (15) years. Sergeant <br />Goben stated this helps with communication reception. He stated the city is getting a 0% lease <br />for four (4) years. He noted Motorola is the State QPA vendor. Ms. Dorau asked if it includes <br />hardware and software, and questioned the cost after the fourth year payment. Sergeant Goben <br />stated it's minimal, maybe $330 a year and includes maintenance. <br />- Opening of Proposals — Venues Parks, and Arts Experiential Vehicle <br />Mr. Gilot questioned if this is being leased, noting if it is it should be subject to lease financing. <br />Mr. Sherman confirmed it will be. <br />- Contract — LinkedIn <br />Ms. Chris Villaire, Human Resources, stated this contract is the annual renewal for reaching out <br />to more diverse candidates. Ms. Fritzberg asked her to explain how it works and how it is <br />different from other tools. Ms. Villaire stated there are five (5) job slots that are interchangeable. <br />This give them access to all LinkedIn profiles, and allows proactive searching to target minority <br />and specific skills by search terms. Ms. Fritzberg asked if she feels it helps with minority <br />recruiting. Ms. Villaire confirmed it does. Ms. Fritzberg asked how it differs from the other tools <br />
