<br />A regular meeting of the Board of Public works was held October 31, 1955,

<br />10:00 A. M. All members were present. Minutes of the previous regular meeting

<br />The Board first read and considered the request of Mort Linder & Associates on
<br />behalf.of Robertson's Department Store for the opening of the holiday shopping season
<br />on Friday morning November 25th, and seeking permission for a downtown parade and
<br />involving also the use of a helicopter to arrive and land in a roped -off area of
<br />Howard
<br />Park. The Board, being assured of ample indemnification against personal injury
<br />and
<br />property damage, granted the request.
<br />The Board next examined affidavit for Taxi -cab License of Ralph A. Haisley,
<br />referred the affidavit to Chief of Police R. J. Gillen for investigation and report, and.,
<br />set the date of Monday, November 14, 1955, at 11:00 A. M. for a public hearing in the
<br />matter. Mr. Haisley, being present, was so informed.
<br />A report received from the Police Department concerning the complaint of Mrs. Lisa;
<br />Skillern, 1014 E. Fox Street, about lack of sidewalk on the west side of Fellows Street
<br />along the property occupied by the old Birdsell Manufacturing Company Plant, was next
<br />given consideration. The Board was in unanimous agreement that proper sidewalk should
<br />be constructed and maintained at this location and directed the Clerk to notify property;;
<br />owner to provide sidewalk at this site.
<br />The Board next considered plans and specifications for the construction of the
<br />Healthwin Hospital Sanitary Sewer, from the hospital to the Sewage Treatment Plant, and
<br />directed that the Board of County Commissioners be informed as follows:
<br />"This Board tentatively approves these plans and kindly requests that
<br />you advertise fcm bids for the construction of the sewer, to be made upon '
<br />the following basis:
<br />1. For the construction of a 10-inch sewer, as shown by the
<br />plans, from Cleveland Road south to the point of entry
<br />to the plant.
<br />2. For the construction of a 21-inch sewer over the same area;
<br />to be advertised as Alternate A.
<br />It is our feeling that in order to provide for future expansion in the
<br />geographical -area of the sewer, that long .range planning would call
<br />for a 21-inch sewer, and the City of South Bend would assume and pay
<br />the difference in cost between a 10-inch sewer and a 21-inch sewer
<br />through its sewage treatment program.
<br />When the bids are received, it can then be determined what the City's
<br />obligation will be for the oversizing of the sewer from 10-inch to
<br />21-inch, from Cleveland Road south to the point of entry, which is a
<br />distance of 2200 feet."
<br />A petition, dated October 25, 1955, calling for the vacation of the north and
<br />south alley at the rear of Lots Nos. 1, 2, 3, and 4, Guildfoyle and Curtis Addition in
<br />the 600 block of North Olive Street in South Bend, Indiana, was next examined and
<br />referred to the City Planning Commission.
<br />Insufficient time having elapsed to receive returns to indicate
<br />;;desired by the property owners concerned in the improvement of Fremont
<br />;;constructing of pavement, the Board deferred the awarding of contract
<br />type of pavement
<br />Street, by
<br />accordingly.
<br />The Excavation Bond of Arthur C. Rogers, in the amount of $1,000.00, was examined
<br />;and approved by the Board.
