<br />First appeared before the Board Verner L. Lane, Building Commissioner, and dis-
<br />cussed with the Board Article 47 of the Building Code. It was the decision of the Boardi
<br />to require Occupancy Bonds in amounts based upon the Fire Zone in which the construction';';
<br />is located. A bond in the amount of $25,000.00 will be required for Zone 1, $10,000.00
<br />for Zone 2 and in other zones the Occupancy Bond is to be in the amount of 052,000.00.
<br />It was also agreed, in exceptional or questionable cases, the Building Commissioner is
<br />to bring the matter to the attention of the Board with recommendations, and for the
<br />Boardts study and decision.
<br />{ Then appeared before the Board Mrs. George N. Georgalas, 251 North Edison Avenue
<br />and Mrs. B. F. Cukrowicz, 256 No. Gladstone, complaining of the intolerable noise
<br />�! created daily from 10:00 A. N. to 4:00 P. -M., by the Bendix Aviation Corporation's
<br />I jet engine testing laboratory. According to the statement of Mrs. Cukrowicz, the
<br />I' noise continues daily and is constant, except for brief intervals. Mrs. Georgalas
<br />stated the noise is of such volume and intensity as to rattle the windows of the houses
<br />iin this neighborhood and prevent talking on telephone or use of radio. Mrs. Cukrowicz
<br />stated complaints made to Mr. Chas. D. TJlanhart, manager in charge of this testing
<br />activity had produced no results. The Board informed the complainants, contact would be
<br />made immediately with Bendix Aviation Corporation and steps taken to muffle or minimize
<br />j the noise presently created by their testing operations.
<br />An application of Lawrence Eugene Early for Taxi -cab Driverts License, referred
<br />to the Board for approval or rejection, was next considered, and in view of the fact
<br />• I applicant has an unsatisfactory police record, has been within the bast five years an
<br />inmate of Lon cliff Asylum for the Insane, and one of two charges of disorderly conduct

<br />was found to have been reduced from an original charge of robbery, the Board unanimously
<br />denied the application. Applicant, being present, was informed by the Board of the
<br />Boardts denial of his application.

<br />Certificate of Completion and Contractorts Completion Affidavit were furnished by
<br />the civil engineer, Wilbur H. Gartner & Associates, by Paul L. Roelke, of the contract
<br />between the City of South Bend, Indiana, Owner, and the Niles Excavating Company,
<br />Contractor, for the construction of the sewer improvement on JEFFERSON BOULEVARD -
<br />33rd STREET - WASHINGTON STREET - 35th STREET from approximately 200 feet east of 26th
<br />Street to Logan on Jefferson Boulevard; from Jefferson Boulevard to Washington Street
<br />on 331?d Street; from 3.3rd Street to 35th Street on Washington Street and from Washington
<br />Street to Oakcrest Drive on 35th Street, under Improvement Resolution No.2801,1955, has
<br />been completed in accordance with the plans and specifications for this project.

<br />BE IT RESOLVED, by the Board of Public Works and Safety of the City of South
<br />Bend, Indiana, that the Final Estimate and Primary Assessment Roll submitted to the
<br />Board by the City Civil Engineer or his duly authorized representative on this 18th
<br />day of July, 1955, on the improvement known as the Jefferson Boulevard - 33rd Street -
<br />Washington Street - 35th Street Sewer as described in Improvement Resolution No. 2801-A
<br />1954, passed by the Board of Public Works and Safety on January 2L�, 1955, and confirmed
<br />by said Board on February 21, 1955, be and the same is hereby adopted, and the Clerk of
<br />this Board is hereby requested to give notice of the hearing of Special Benefits on
<br />said Improvement, as required by Section N. 111 or 120 of an Act entitled, "An Act
<br />Concerning Municipal Corporations" approved March 6, 1905.
