SPECIAL MEETING <br />June 10, 1955 <br />A special meeting of the Board of Public Works was held Friday, June 10, 1955, at <br />�9:20 A. M. All members were present. The meeting was held for the purpose of awarding <br />contract for the improvement of Olive Street from Linden Avenue to Lincoln Way west. <br />The Board being in receipt of the -following letter from. William S. Moore, consulting;, <br />'engineer, bearing date of June 9, 1955, first proceeded with the reading of this letter, <br />to wit: <br />Board of Public Works & Safety, <br />City Hall, <br />South Bend, Indiana. <br />Gentlemen: <br />Herewith -is submitted tabulation of bids for improvement of Olive Street from <br />Linden Avenue to Lincolnway West. <br />Three bids were received as follows: <br />Lant-Musick Paving Company $98,558.40 <br />Rieth-Riley Construction Co., Inc. W3,859.82 <br />Reed Construction Company $107,649.10 <br />The Lant-Musick Paving Company is the lowest bidder. Their bid of $98,558.40 is <br />$5,�01.42 lower than Ri6th-Riley Construction Company, who is the next -lowest <br />bidder.While the Lant-Musick Paving Company has submitted the lowest, in my - <br />opinion, they are not the best bid for -the following reasons: <br />(a) They have had no experience in pavement construction <br />of any kind. Most of their work has been construction <br />of sidewalks, curbs, driveways, parking ways, house <br />foundations, etc. <br />(b) They list some equipment suitable for construction of <br />sidewalks and curbs, but they have no Asphalt Plant or <br />equipment suitable for laying a Hot Asphalt Pavement. <br />The cost of the Asphalt Paving portion of this contract <br />amounts to $32,485.20, which is approximately one-third <br />of the total cost. <br />(c) The financial statement submitted is very weak. They show <br />cash on hand of 9,000.00: No bank account. They list 56 <br />vacant lots -on Beach Road, between Douglas Road and Day <br />Road at $221400 with a mortgage against same of $850.00. <br />These lots, in my opinion, have no value as far as this <br />contract is concerned. They show accounts receivable as- <br />$5400.00. <br />(d) The Lant-Musick Paving Company are weak financially; they have <br />no paving -experience and they have no equipment suitable for <br />laying Hot Asphaltic -Concrete Pavement. <br />CONCLUSION: <br />I would receornmend that the bid of Lant-Musick Paving Company <br />be rejected and that the Contract be awarded to Rieth-Riley <br />Construction Company, Inc. the next lowest bidder. <br />Very truly yours, <br />Signed: W. Moore, Engineer. <br />Following the reading of the foregoing letter, the Board, having examined the <br />bids and Forms 96-A, submitted with the bids, unanimously agreed that the lowest <br />and best bid was the bid submitted by Rieth-Riley Construction Co., Inc., and <br />accordingly the contract was now awarded them in the sum of $103,859.82. <br />There being no other business to come before the Board, the meeting was <br />adjourned at 9:25 A.
