Traffic and transportation considerations: <br />Notre Dame Avenue and Wayne Street have two lanes with on-street parking on both sides. <br />Utilities: - <br />The site will be served by municipal sewer and water. <br />5 Criteria (per IC 36-7-4-603): <br />1. Comprehensive Plan: <br />Policy Plan: <br />City of South Bend -City Plan, November 2006 <br />Housing Policy H 1.1 Encourage residential development to contain a mix of housing <br />types, densities, price ranges, and amenities. <br />City of South Bend -City Plan, November 2006 <br />Land Use Policy LU 2 Encourage a compatible mix of land uses in the community. <br />The rezoning is consistent with the comprehensive plan's Land Use and Housing policies. <br />Land Use Plan: <br />City of South Bend -City Plan, November 2006 <br />The Future Land Use Map identifies this area as Medium Density Residential. <br />The rezoning is consistent with the Future Land Use Map. <br />2. Current conditions and character: <br />The site currently consists of two (2) homes. The area is a mixture of residential and business <br />uses. <br />3. Most desirable use: <br />The most desirable use for this site is residential. <br />4. Conservation of property values: <br />The surrounding property values should be conserved with the rezoning. <br />5. Responsible development and growth: <br />It is responsible development and growth to allow infill housing development on under utilized <br />property, and to allow additional pazking spaces to help alleviate on-street parking problems. <br />Recommendation: <br />Based on information available prior to the public hearing, the staff recommends that this petition <br />be sent to the Common Council with a favorable recommendation. <br />Analysis: <br />The existing 19 foot strip to be zoned MU Mixed Uses District will be used for those vehicles <br />associated with the adjacent commercial business. It is highly unlikely that the MU Mixed Use <br />District zoned lot could be used for another use based on the size of the lot.
