<br />First appeared before the Board, Mr. Harold G. Reinke, representing Carl J. Reinke
<br />& Sons, contractors and builders, presenting drawing and blueprints of new building to
<br />be occupied by the Osco Drug Company adjacent to the Sherland Building, requesting the
<br />required permission to occupy a 150 foot portion of the alley in the rear for necessary
<br />storage of materials and for the use of the sidewalk in front of the location, supplying
<br />a plank walk with required lighting, throughout the period of. construction. The Board
<br />examined the plans and took note of failure to include construction of new cement walk
<br />in front to replace old and defective sidewalk. After some discussion, the Board granted
<br />approval for the contractor's use of the alley and sidewalk, as requested, contingent
<br />however, upon the agreement -to provide new sidewalk to and including curb for this
<br />thirty-three foot frontage.
<br />Next appeared H. G. Wheeler, General Yardmaster, New York Central Railroad, explain-
<br />ing to the Board orally and supplying also a written report on the cause for the "tie-uprt
<br />of the Olive and Sample Street crossing, from 1:10 p.m. to about 2:00 p.m. on Friday,
<br />November 19, 1954. The explanation, clearly showing an occurrence beyond the control of
<br />the trainmen involved, was deemed satisfactory and accepted by the Board.
<br />Then appeared a representative of Mercury Motorways, Inc., again requesting tem-
<br />!'porary use of Louise Street by their trucks for the period during which regular routing
<br />;;cannot be used due to the interceptor sewer river crossing construction presently under
<br />",way in this area. It was pointed out that the Street Departmentfs best efforts to main-
<br />itain the dirt street now serving, fails to keep it passable, and. -serious breakage and
<br />!;damage to the equipment of the truckers serving this terminal, is resulting. The
<br />Board, accordingly, grants temporary use of Louise Street until river -crossing con-
<br />`struction is completed. The Board further ordered signs to show "No Parking" are to be
<br />iposted on the east side of Louise Street.
<br />The Board next examined copy of letter from Cnnsoer, Townsend & Associates, con -
<br />engineers, under date of November 27, 1954, addressed to the Mayor, in connections
<br />;;with the Turnpike crossing of the.site of the Sewage Treatment Plant, and directed that
<br />''this matter be placed in the hands of Attorney Russell C. Kuehl with instructions that
<br />!'he forward to the Turnpike attorneys a letter setting forth the City's position.

<br />Considerable discussion then took place concerning the urgency to get accounting
<br />arrangements set up for the Sewage Treatment Plant, and to secure the "on the job" ser-
<br />vices of the individual to eventually have charge of operations, with a view to his
<br />obtaining the best possible understanding of the entire project in all details.

<br />After hearing all persons interested who appeared and the Clerk of the Board of j
<br />'Public Works and Safety having proofs of publication of the notices to property owners
<br />'!and the same having been found sufficient, therefore
<br />BE IT RESOLVED, by the Board of Public Works and Safety of the City of South Bend,
<br />,Indiana, that :the Primary or Preliminary Assessment Roll adopted by the Board on the
<br />1.5th day of November, 1954, for the improvement of Hawthorne Drive from lot 137 in
<br />Jefferson Heights Addition (unrecorded) to McKinley Avenue by constructing a local sewer,
<br />Ibe and the same is in all things confirmed.
