(C) The parts of the area acquired, if any, that are to be devoted to public ways, <br />levees, sewerage, parks, playgrounds, and other public purposes under the <br />redevelopment plan; <br />(D) Lists of the owners of the various parcels of property proposed to be acquired <br />for, or otherwise affected by, the establishment of an area or the amendment <br />of the resolution or plan for an existing area; and an estimate of the costs, if <br />any, to be incurred for the acquisition and redevelopment of property. <br />On August 21, 2009, the Redevelopment Commission approved Resolution 2596 which <br />added properties to the AEDA acquisition list. The properties added were clustered into the <br />three following groups: (1) Ivy Tech Project -Sample Street, (2) Air Gas -Lafayette Blvd, <br />and (3) Ignition Park South -Indiana Avenue (Franklin to Taylor). The staff is in the <br />process of purchasing properties in area 1, completed the purchase of Air Gas in area 2, <br />and has purchased several properties within area 3. <br />Staff would like to study additional acquisition target areas in the Ignition Park planning area <br />and would request the Commission to consider and authorize the Staff to proceed on <br />gathering information for the following three planning areas: <br />Area 1: Ignition Park South -Indiana Avenue (Taylor to Prairie) <br />Many parcels within this area bounded by Taylor, Indiana, Prairie and the Norfolk-Western <br />tracks are in various states of distress and staff would like to continue to acquire vacant or <br />abandoned properties within this corridor. Many properties within this area were on the <br />recent tax sale. Additionally, staff would add to the acquisition list the properties acquired <br />from the Burton Family (Waste Management site), and now owned by the City of South <br />Bend, that were located south of the tracks. <br />Area 2: Ignition Park West -Prairie Avenue to Walnut Street <br />As the Staff has worked to develop a plan concept for the areas to the east and south of <br />Ignition Park and have begun strategic acquisition of non-consistent properties, staff would <br />request that the Commission authorize staff to examine the area west of Ignition Park and <br />plan for future redevelopment needs in that area. A need for a plan west of the park was <br />brought to the forefront when a proposed reuse of a vacant parcel was presented and the <br />use has been deemed to be inconsistent with Ignition Park. The proposed use, a wrecker <br />service, might have been a reasonable use on Prairie Avenue in the past, but the proposed <br />use with Ignition Park illustrates the need for a plan for this area. <br />Area 3: Gorny Plaza (1116 South Main Street) <br />Gorny Plaza is located on the southeast corner of Stull and Main. It is presently listed for <br />sale and would be a target acquisition to allow for redevelopment opportunities to advance <br />and continue in that area between the Ignition Park campus and the Ivy Tech Campus. <br />
