STREET DEPARTMENT: <br />Street Commissioner, H. M. Tomlinson, brought to the Boardts attention, the con- <br />dition of Logan Street, from Jefferson Boulevard north to McKinley Drive, and the <br />situation which exists in the matter of'both cities being in part responsible for the <br />maintenance of this Street. The Commissioner informed the Board of consultation between <br />'himself and the Street Commissioner of Mishawaka, in which it was determined that the <br />,City of Mishawaka could furnish the labor required, providing the City of South Bend <br />;would supply the necessary materials, to improve this street and put it in a satisfactory <br />;condition for the `approaching winter season. The Board granted approval of this plan, <br />icautioning the Commissioner to protect the drainage the on the west side of Logan Street <br />!;approaching Bercliff Drive. <br />Next appeared before the Board, Hon. Wm. A. Hahn, representing the Northern Indiana <br />Transit Company,'complaining of the taxicabs practice of occupying and blocking bus <br />loading zones on the east side of the street in the 100, 200 and 300 blocks of North <br />Michigan Street, which violation of the assigned bus loading zones includes the placing <br />of taxicab stand signs in these zones and compelling busses to pick up passengers <br />several feet distant from the curb in violation of ordinance governing operation of <br />busses. Mr. Hahn named the Earl Stacher taxicabs as the principal violators involved. <br />The Board assured lb?. Hahn the matter would be given immediate and remedial attention. <br />Next appeared before the Board, Mr. Bert Liss, representing the Indiana Cab Company <br />and made complaint against the Board for its having granted taxicab license to "indepen- <br />dent operators" and stated certain reasons why such operators fail to render any appre- <br />ciable Dublic service. <br />Announcement was then made that the Board would take up the matter of the petitions <br />of the United and Yellow Cab Companies for additional licenses and certain cab stand <br />assignments. It was stated by Board member, I. A. Hurwich, that the consensus of opinio <br />in view of the fact that no compelling substantial evidence to sustain either of these <br />;petitions, was for the rejection of both, and accordingly both petitions are denied. <br />The Board then granted to the Yellow Cab Company the space for a one cab taxi -stand <br />on Western Avenue at the corner of Western and Main Street. <br />The petition of the Yellow Cab Company of South Bend, Inc., requesting a two -cab <br />stand at the South Shore Depot was denied, inasmuch as the present two -cab stand was <br />established on a temporary basis and the entire traffic problem, involving the South <br />Shore Depot, the hotels, and Michigan Street, is presently under -going study, the <br />location of cab -stands evaluated, and it is probable the present cab -stands will be <br />abandoned and relocated. <br />The Board next ordered the vacating of the cab -stand in front of the Lincoln Hotel, <br />on Lincolnway East. <br />A petition requesting that the Board revoke ten taxi licenses granted the Indiana <br />Cab Company, was examined and denied. <br />Contractorts bonds, each in the sum of $1,000.00, were examined and approved by <br />the Board for the following contractors: <br />Adams Roofing & Construction Co. Charles V. Berta <br />Eugene A. Harris D. C. James <br />Jacob Mitschelen Floyd Oakley <br />Daniel Pejza <br />Mr. R. D. Moore, a contractor undertaking certain operations on the property of <br />Ben Feferman Motor Sales Corporation, 602 S. Michigan Street, which for a period of <br />two or three days will involve use of water and steam which would interfere with and <br />present a possible hazard for pedestrian traffic, presented these facts to the Board. <br />Mr. Moore was instructed by the Board that he may proceed, taking such precautionary <br />measures as he had outlined to the Board, and notifying the.Police Department to "cap" <br />parking meters in the immediate vicinity of his operations. <br />There being no further business to come before this meeting, the meeting was <br />adjourned at 11:30 A.
