Klosinski, Assistant City Engineer <br />SUBJECT: <br />Agenda Request Form -- Professional Services Agreement <br />Wastewater Treatment Plant Electrical Evaluation Study <br />DATE: November 6, 2017 <br />The Division of Utilities is requesting the Board of Public Works approval of a Professional <br />Services Agreement with Black & Veatch Corporation for the Wastewater Treatment Plant <br />Electrical Evaluation Study. <br />Background and Purpose <br />The Wastewater Treatment Plant was constructed in 1954 and has undergone many upgrades <br />over the years. Electrical evaluations are a necessary part of continuous improvement and this <br />condition assessment will help the City develop a concise capital planning for phased upgrades <br />to the aging electrical infrastructure at the Wastewater Treatment Plant. This process was <br />identified in the 2013 Facilities Plan as part of the City's long term capital improvements. <br />Major needs were identified in the 2013 Facilities Plan (as well as previous facilities plans) to <br />address back-up generator power needs for processes that are not tied into a generator power <br />supply. The City has been impacted by power outages which, in turn, affect the City's ability to <br />maintain optimal treatment when processes are out of service. Coupled with aging wiring and <br />electrical components (cabinetry, programmable logic controllers, etc.), it is necessary to begin <br />planning for improvements to these systems. <br />This Electrical Evaluation is an extension of the City's commitments for WWTP Upgrades for <br />future flow conditions at the Wastewater Treatment Plant as required by the Consent Decree. It <br />is important that the electrical systems at the WWTP be evaluated an upgraded, where <br />necessary, in preparation for future conditions. <br />The funding sources for this study have been appropriated in the 2017 Wastewater Engineering <br />Account (641-0630-793-31-02).
