ENGINEERING SERVICES BY ARCADIS <br />Arcadis will perform the following scope of engineering services: <br />1. WWTP Peak Flow Improvement Needs Review <br />a. Review the 2013 WWTP Facilities Plan Update to determine the plant improvements <br />needed to achieve the previously desired 100 mgd peak flow. Update the known plant <br />improvement needs based on the accomplishments from the WWTP Secondary Treatment <br />Improvements project and other recent WWTP projects. Review the remaining <br />improvements and as able categorize into improvements needed for the current average <br />flow, future average flow, permitted 77 mgd peak flow, previously desired 100 mgd peak <br />flow, and a peak flow in between 77 and 100 mgd noting which of these projects need <br />further. evaluation. Summarize the completed projects and remaining improvements needs <br />for noted flows in a table. <br />2. Current Average Influent and RAS Flow Understanding <br />a. Review plant MROs from the last S years (following the 2013 update) to determine the <br />latest average influent flow and characteristics. In addition, review the 2017 plant MRO to <br />determine the RAS rate since Final Clarifier Nos. 6 and 7 were rehabilitated. Compare with <br />historical data used during the 2013 WWTP Facilities Plan Update. Summarize the average <br />flow and influent characteristics over the last 10 years, and the key 2017 secondary <br />treatment information in a table, and make recommendations for process model inputs. <br />Should there be substantial changes, additional sampling may be required for modeling <br />influent wastewater inputs, which would be performed as additional services. <br />3. Project Kick -Off Meeting <br />a. Conduct a project kick-off meeting with Client staff to review the project goals and <br />objectives, solicit and obtain appropriate additional information, review and discuss the <br />results of the above tasks, review the upcoming tasks, and discuss any of the Client's <br />concerns regarding the hydraulic and process stress testing that we should consider during <br />development of the stress testing protocols. <br />4. Process Evaluation <br />a. Update the process model based on Task 3. Do not consider future average flow conditions; <br />this project's focus is on maximizing peak flows under current conditions. <br />b. Perform a desktop calibration of the process model to the best available data following the <br />WWTP Secondary Improvements project and the plant operator's knowledge. This will be <br />performed as a dynamic wet weather calibration event. The design storm hydrograph for the <br />process evaluation will be based on the typical year storm duration from the latest LTCP <br />reassessment, Coordinate with the Client to obtain the LTCP information. <br />C. Using the calibrated process model, determine the RAS rate required for the peak flow <br />hydraulic scenarios to be evaluated.
