<br />Inasmuch as Monday, February 23rd was a legal holiday, the regular meeting of the
<br />Board of Public Works was held Tuesday, February 24, 1953 at 10:00 A. M. 1Tn?. I. A.
<br />Hurwich was absent. Minutes of the previous meeting were read and approved. Claims of
<br />the following suppliers, in the amount of $1254.53, Were approved and ordered paid:

<br />First appeared before the Board, 1.=r. Robert Helems, requesting permission to erect
<br />a neon sign on an unused piece of public property adjoining the site of the building
<br />which was formerly the Grand Trunk passenger depot, at the intersection of Western
<br />Avenue and T,ichigan Street, more specifically described as:
<br />"Pole for sign is located 28 inches in from the sidewalk and 16 feet directly
<br />south from the actual property line of this _city-ov.med property. It is known that the
<br />Cityts property line is encroached upon by the wall of the old depot building, a distance
<br />of one foot."
<br />The Board, after careful consideration of the
<br />with the provision that said Robert Helems agrees to
<br />upon ninety days notice for such removal being give
<br />further agreed to comply fully with all regulations
<br />the City of South Bend.

<br />Drawings, Plans, General Details, Specifications, Estimates and Preliminary Improvement
<br />Resolutions for the improvement of NORTH HUEY STREET from thirty feet south of the south
<br />line of Hamilton Street to two -hundred sixty-four feet south of the south line of
<br />Hamilton Street by constructing a local setrer AND
<br />ROBINSON STREET from the south line of Bo, -,,moan Street to the north line of Donald
<br />I Street by constructing a Class "C" Pavement AND
<br />NAPOLEON BOULEVARD from the :rest line of St. Louis Boulevard to the west line of
<br />Notre Dame Avenue by constructing a Class "C" Pavement A1D
<br />. ALLEY BETr7EEN ADAMS STREET AND COLLEGE STREET from the north line of Vassar Avenue
<br />to the south line of Humboldt Street by constructing a Class "C" Pavement.
<br />The Board approved the reports and passed Improvement Resolutions, authorizing
<br />these public improvements, and the 18th day of 1.1arch 1953, at the hour of 7:30 P.M.
<br />CST, is hereby fixed as the time, and the office of the Board in said City as the place,
<br />when and where all persons whose property may be affected by such proposed improvements,
<br />may be heard as to the necessity for the same, and all petitions and remonstrances
<br />received, and the Board will on said day, decide 1-hether the benefits accruing to
<br />abutting and adjacent property, and to the City of South Bend, Indiana, will be equal
<br />to or exceed the estimated cost of said improvements. The Clerk of t1ae Board is hereby
<br />ordered to give notice by two weekly publications, of the time and place of hearing of
<br />these resolutions, Nos. 271- , 2746, 2747 and 2748, passed by the Board on the 24th_day
<br />of February, 1953, and to be published on February 27th and T.Jarch 6th, 1953.
<br />The Board next examined an Option submitted by the law firm of Farabaugh, Chapleau
<br />& Roper, representing Land Developers Co., Inc. for the transfer to the City, for park
<br />purposes, Lots Nos. 299,300 and 301, as shown, on the recorded plat of ;McKinley Terrace
<br />Section "A". The_Board accepted the lots offered and directed the Clerk to proceed with
<br />the proper recording of deed to this property. Recorded in the Office of the County

<br />The<:Board then examined d=,iing and blueprints pertaining to proposed construction
<br />of the Avenue Floral Shop at 1501 Western Avenue West. It was the decision of the
<br />Board to grant permission for the canopy involved in this construction, providing such
<br />canopy complies fully with the building code regulations, and in the matter of the
<br />doorway; this must be set in from the building line sufficiently to allow the door to
<br />swing outward to a distance of not more than one foot beyond the face of the building.
