I <br /> REGULAR MEETING September 25, 2017 <br /> Councilmember Davis asked if any of the issues the Human Rights Commission encounters <br /> occur seasonally. Councilmember Davis explained that he asked that because he wanted to know <br /> whether or not looking at case trends in the first half of the year—as it is the first half of the year <br /> that will be considered in making a decision on this program—would paint a different picture <br /> than the second half of the year, and so adversely affect the decision-making process. <br /> Mr. Douglas responded that there is no seasonal employment with the Commission nor are there <br /> season trends in the occurrence of human rights abuses. <br /> Councilmember Tim Scott made a motion to send Bill No. 57-17 to the full Council with a <br /> favorable recommendation.
