I <br /> REGULAR MEETING September 25, 2017 <br /> Councilmember Davis asked if any of the issues the Human Rights Commission encounters <br /> occur seasonally. Councilmember Davis explained that he asked that because he wanted to know <br /> whether or not looking at case trends in the first half of the year—as it is the first half of the year <br /> that will be considered in making a decision on this program—would paint a different picture <br /> than the second half of the year, and so adversely affect the decision-making process. <br /> Mr. Douglas responded that there is no seasonal employment with the Commission nor are there <br /> season trends in the occurrence of human rights abuses. <br /> Councilmember Tim Scott made a motion to send Bill No. 57-17 to the full Council with a <br /> favorable recommendation. Councilmember Karen White seconded the motion which carried by <br /> a voice vote of eight(8) ayes. <br /> RISE AND REPORT <br /> Councilmember Tim Scott made a motion to rise and report to full Council. Councilmember Dr. <br /> David Varner seconded the motion which carried by a voice vote of eight(8) ayes. <br /> REGULAR MEETING RECONVENED <br /> Be it remembered that the Common Council of the City of South Bend reconvened in the <br /> Council Chambers on the fourth floor of the County-City building at 9:24 p.m. Council President <br /> Tim Scott presided with eight(8) members present. <br /> BILLS–THIRD READING <br /> BILL NO. <br /> 33-17 THIRD READING ON AN ORDINANCE <br /> AMENDING THE ZONING ORDINANCE FOR <br /> PROPERTY LOCATED AT 1709 W. <br /> LINCOLNWAY, COUNCILMANIC DISTRICT <br /> NO. 2 IN THE CITY OF SOUTH BEND, <br /> INDIANA <br /> Councilmember Oliver Davis made a motion to pass Bill No. 33-17. Councilmember John <br /> Voorde seconded the motion which carried by a roll call vote of eight (8) ayes. <br /> 43-17 THIRD READING ON AN ORDINANCE <br /> AMENDING THE ZONING ORDINANCE FOR <br /> PROPERTY LOCATED AT 1237 & 1303 N. <br /> IRONWOOD DRIVE AND 1304 N. ROSEMARY <br /> LANE, COUNCILMANIC DISTRICT NO. 4 IN <br /> THE CITY OF SOUTH BEND, INDIANA <br /> Councilmember Oliver Davis made a motion to pass Bill No. 43-17 as amended.
