<br /> Mr. Matthews responded, That's correct. Mr. Matthews, addressing underground utilities, stated
<br /> that they are now required and so shall be included.
<br /> Mr. Danch stated, With Mr. Galvas the question about the underground utilities—anymore,
<br /> when we do development, AEP almost requires underground utilities.
<br /> Councilmember Dr. David Varner stated, If we could, I'd like to make accurate in the record:
<br /> there are not twenty-six (26) units?
<br /> Mr. Danch responded, Twenty-six (26)units. We have a written commitment that we can't do
<br /> more than twenty-six (26) units.
<br /> Councilmember Dr. Varner asked, I think at one (1)point it might have been suggested that there
<br /> might have been $164,000 in taxes?
<br /> Mr. Matthews responded, Correct.
<br /> Councilmember Dr. Varner stated, If there's twenty-six (26) units, they're each paying $3,000,
<br /> that's going to be about $78,000. So, somebody did a miscalculation.
<br /> Mr. Matthews responded,No, I made an estimate in there that they are not all [1:08:04 under-
<br /> occupied], but some are second residences.
<br /> Councilmember Dr. Varner asked, So, you applied the two percent(2%) rule? Okay. That would
<br /> account for a portion of it.
<br /> Mr. Matthews responded, That's correct.
<br /> Councilmember Dr. Varner asked, Is your expectation that a significant number will be second
<br /> homeowners?
<br /> Mr. Matthews responded, I don't know what the number will be or if it's our expectation that
<br /> fifty percent(50%)-
<br /> Councilmember Dr. Varner interjected, For the ultimate outcome—that was a highest yield
<br /> outcome, if they're all single family occupied would be more[unintelligible]?
<br /> Mr. Matthews responded, Correct.
<br /> Councilmember Dr. Varner responded, Okay. Thank you.
<br /> Councilmember Regina Williams-Preston stated she appreciated the manner in which this project
<br /> has been conducted. Councilmember Williams-Preston stated, I think that this is an opportunity
<br /> for the developer to demonstrate good faith with the written commitments. I'm glad to see that
<br /> we were able to come to some middle ground.
<br /> Councilmember Randy Kelly stated, I don't really have much to add to that, except that I
<br /> appreciate the work you've done with the neighborhood, the concessions you've made. I think
<br /> it's obvious that it's in everyone's best interest to do the best that is possible. So,thank you and I
<br /> look forward to seeing what comes about.
<br /> Councilmember Jo M. Broden stated that there has been a lot of input on this project from
<br /> departments of the City as well residents and neighbors. Councilmember Broden stated that it is
<br /> in the interest of the developer to, in meeting with residents and implementing suggestions, get
<br /> things right. Councilmember Broden stated, I appreciate what the developers were willing to
<br /> formalize tonight, in terms of these five (5) commitments. I think this is a good project, I think it
<br /> hits a lot of different marks, and I will be voting in favor of this.
<br /> Councilmember Dr. Varner stated, I don't think I have anything to add.
<br /> Councilmember Tim Scott stated, Well, with the development notes—it's a design on a piece of
<br /> paper. Eventually, there are going to be actual people living there, and I hope everybody is warm
<br /> and welcoming like most South Bend citizens are when new neighbors come.
<br /> Councilmember John Voorde stated, There have been half-a-dozen meetings. Some big, some
<br /> small. I think thanks should go to the neighbors in the surrounding neighborhood, one (1) of
<br /> which is me—at least, a couple of blocks away—because you're concerned about your quality of
