Version 6-8-201 "7 <br />APPENDIX "A" <br />SERVICES TO BE FURNISHED BY CONSULTANT: <br />In fulfillment of this Contract, the CONSULTANT shall comply with the requirements of the appropriate <br />regulations and requirements of the Indiana Department of Transportation and Federal Highway Administration. <br />The CONSULTANT shall be responsible for performing the following activities: <br />A. RIGHT OF WAY PROJECT MANAGEMENT AND SUPERVISION <br />The CONSULTANT shall be responsible for administering, scheduling and coordinating activities <br />necessary for the LPA to certify that the Right of Way has been acquired and is clear for construction <br />letting. These responsibilities shall include: <br />BASE SERVICES: <br />a. Preparing the Land, Improvements, and Damages (LID) letter, ROW Assurance <br />letter and the ROW Certification letter for signature by the LPA and INDOT <br />submittal. <br />b. Coordinating (one time only per parcel) with the ROW Engineer, Appraiser, Review <br />Appraiser, Buyer(s) and obtaining signature from the LPA on the Statements of the <br />Basis for Just Compensation. <br />C. Perform QM/QC review of all documents for accuracy and compliance with the <br />FHWA/INDOT requirements: Appraisal, Review Appraisal, Statements of the Basis <br />for Just Compensation, Buying packets, affidavits, mortgage releases/waivers. <br />d. Monitoring the progress of all parcels through the acquisition process. <br />C. Preparing progress reports and tracking spreadsheet for the LPA. <br />f. Preparing and performing QM/QC of Secured Parcel Checklist and submitting to <br />INDOT, answering questions or concerns that INDOT may have of the parcel <br />submittal. <br />g. Preparing and providing justification of administrative settlement documentation. <br />h. If initial offer is rejected, and/or a counteroffer is submitted, assisting the Appraiser, <br />Review Appraiser, and/or Buyer to review the offer and determine its validity, and <br />provide a recommendation to the LPA for acceptance or rejection. <br />RIGHT OF WAY EARLY ASSESSMENT: <br />a. The CONSULTANT shall provide Right of Way Early Assessment for each parcel to <br />be acquired. Such activities may include development of probable right of way costs, <br />determination of appraisal types, right of way evaluation for identification of land <br />improvements, cost -to -cure items, severance damages and evaluation for possible <br />reduction of project right of way impacts. <br />B.
