APPENDIX I <br />SCOPE OF SERVICES / PROJECT DESCRIPTION <br />Department of Code Enforcement <br />Vacant and Abandoned Building Demolition Program <br />17-JC-14 <br />1/01/2017-12/31/19 <br />PURPOSE AND INTENT <br />The City of South Bend, in creative and affirmative partnership with City residents, private enterprise, <br />neighborhood and community organizations, and the Federal Government, is committed to the national <br />objectives of "creating a suitable living environment, decent housing, and creating economic <br />opportunities" for all persons. hi attempting to achieve this objective, the City of South Bend has <br />identified this project to address "creating a suitable living environment." Additionally, the City has <br />determined that, for this project, there is a need to secure the services of an organization with special <br />expertise. Therefore, program funds will be utilized through the Department of Code Enforcement to <br />demolish dilapidated structures as part of a larger effort to revitalize neighborhoods within the City <br />of South Bend. <br />TARGETED GOALS . <br />The targeted goal for the Department of Code Enforcement Vacant and Abandoned Building Demolition <br />Program (17-JC-14) is to remove no less than four (4) dilapidated structures, including foundations, in the <br />City of South Bend, with preference for properties located in the targeted service areas. <br />If, for any reason, there is difficulty in achieving this goal, the Agency must notify the Department of <br />Community Investment of the problem(s) so the matter(s) can be rectified in a timely manner. <br />INCOME GUIDELINES <br />CDBG funds will be spent in income -qualified neighborhoods (as defined from time to time by HUD) in the City of <br />South Bend. The Agency must use the Section 8 (Part 5) definition of annual income, using no less <br />than three months of income documentation, and use the same method of determining annual income <br />consistently under this contract. <br />ACTIVITY SERVICE AREA <br />The activities under this contract must take place within the City of South Bend. <br />Appendix I - Scope of Services Page 1 <br />
