t <br /> BILL NO. 17-65 <br /> SUBSTITUTE RESOLUTION NO. <br /> A RESOLUTION OF THE COMMON COUNCIL OF THE CITY <br /> OF SOUTH BEND, INDIANA, SUPPORTING THE CITY ADMINISTRATION'S <br /> STUDY OF AT-GRADE RAILROAD CROSSINGS FOR THE PURPOSE OF <br /> CREATING ADDITIONAL QUIET ZONES IN THE CITY <br /> of South Bend received official notice on September 18, 2017, <br /> WHEREAS the City P <br /> Y <br /> by the Federal Railroad Administration of the establishment of a Quiet Zone designation for <br /> eleven at-grade crossings in the City; and <br /> WHEREAS, the Quiet Zone designation requires all railroads to cease routine <br /> sounding of locomotive horns through the designated crossings; and <br /> WHEREAS, ceasing the sounding of locomotive horns, not only at the eleven <br /> crossings designated in the current Quiet Zone, all other crossings in South Bend is an <br /> important quality of life issue for the residents of South Bend; and <br /> WHEREAS, Norfolk Southern Corporation passes approximately 90 trains a day <br /> through the City of South Bend which effects the quality of life for South Bend citizens; and <br /> WHEREAS, CN/Grand Trunk Western Railroad passes approximately 16 trains a day <br /> through the City of South Bend, which effects the quality of life for South Bend citizens; and <br /> WHEREAS, the South Bend Common Council, working together with the City <br /> Administration, wishes to create new Quiet Zone designations for additional at-grade <br /> crossings used by Norfolk Southern Corporation and CN/Grand Trunk Western Railroad. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE <br /> CITY OF SOUTH BEND, INDIANA, AS FOLLOWS: <br /> Section I. The Common Council hereby states that it supports the City <br /> administration's study of remaining at-grade railroad crossings used by Norfolk Southern <br /> Corporation and CN/ Grand Trunk Western Railroad in the city. The study, to be concluded <br /> by the end of 2017, will include a risk analysis to determine the type and extent of the safety <br /> measures that would be needed to achieve additional Quiet Zone designations and will <br /> further include an estimate of costs associated with the potential safety measures. <br /> 1 <br />
