RESOLUTION NO. 4�4-19 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,INDIANA, SUPPORTING THE INCLUSION OF THREE PROPERTIES WITHIN THE RIVER WEST DEVELOPMENT AREA(AIRPORT AREA),NAMELY: LEEPER PARK, THE MUSEUM CAMPUS,AND THE CITY CEMETERY ----------------------------------------------------------------------------------------------------------------- WHEREAS, on October 10, 2014, Mr. Scott Ford as Executive Director of the City's Department of Community Investment, sent a letter to then Council President Oliver Davis both informing him and seeking this Council's support for inclusion within the River West Development Area (Airport Area) of three parcels of real estate associated with the following sites within the City of South Bend: the City Cemetery (018-1031-1380, 018-1031-999999), the Center for History and the Studebaker Museum (collectively the Museum Campus), (018-3054- 2085, 018-3054-2121, 018-3054-212002), and Leeper Park(018-1005-0198); WHEREAS, on October 16, 2014, the South Bend Redevelopment Commission (RDC) adopted Resolution No. 3253 which included a statement of the Commission's desire "that the Department [of Community Investment] staff include as part of the AEDA Plan Amendment, amendments adding three (3) properties commonly known as Leeper Park, the Museum Campus and City Cemetery to the Airport Area;" and WHEREAS, RDC Resolution No. 3253 also contained a directive that "the Department staff... prepare and present to the Commission for its consideration ...the AEDA Plan Amendment;"and WHEREAS, the South Bend Common Council wishes to express its support for the inclusion of the three named parcels and sites, the City Cemetery, the Museum Campus, and Leeper Park into the River West Development Area (Airport Area), and to recommend that the formal process for this be undertaken as soon as reasonably feasible. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AS FOLLOWS: Section 1. The Common Council hereby expresses its full support for the City administration's proposal to include three new sites within the River West Development Area (Airport Area), namely: the City Cemetery, the Museum Campus, and the City Cemetery. Section 11. The Common Council hereby recommends that the formal process for this expansion of the River West Development Area to include the three named sites be undertaken by the City's Department of Community Investment as soon as reasonably feasible. Section 111. If the process for introduction of a Resolution to the South Bend RDC is not commenced by April 1, 2018, the Council will schedule a meeting of the Council's Community
