AGENDA REVIEW SESSION SEPTEMBER 21, 2017 290 <br />The Agenda Review Session of the Board of Public Works was convened at 10:35 a.m. on <br />September 21, 2017, by Board President Gary A. Gilot, with Board Members Elizabeth Maradik, <br />Suzanna Fritzberg, and James Mueller present. Board Member Therese Dorau was absent. Also <br />present was Interim Attorney Catherine Fanello. The meeting was held in the 13th Floor <br />Boardroom, County -City Building, 227 W. Jefferson Blvd., South Bend, Indiana. Board of <br />Public Works Clerk, Linda Martin, presented the Board with a proposed agenda of items <br />presented by the public and by City Staff. <br />Board members discussed the following item(s) from the agenda. <br />Resolution No. 41-2017 — Approving the Transfer of Real Property to the South Bend <br />Redevelopment Commission <br />Mr. David Relos, Community Investment, stated this transfer of property at 1036 Lincoln Way <br />East is for development purposes. <br />Second Amendment to Lease — First Church of Christ Scientist of South Bend <br />Mr. Relos stated this is a lease renewal for one (1) year for the church's Reading Room at 129 <br />South Michigan Street. He noted they have been there for ten (10) years, and they are now trying <br />to determine what they are going to do with their church property and requested a one (1) year <br />lease. <br />- Opening of Quotations — Howard Park Lodge Door Replacement <br />Mr. Patrick Sherman, VPA, stated when they had drawings for ADA compliance done on this <br />building, one of their suggestions was to put in the overhead door. He noted there will be a future <br />outside ADA access plan. Mr. Mueller questioned the funding from the Park Bond and requested <br />they review the commitment to the Charles Black Center Renovations and availability of funds <br />for this project. <br />- Amendment to Master Agreement — Teamsters Local Union No. 364 <br />Ms. Kyra Clark, Human Resources, stated these are both no cost amendments. She stated the <br />first one deals with overtime calculations and puts into writing the policy that is already in place. <br />The second one, she added, addresses the benefits when both spouses are employed by the city. <br />She explained this amendment will allow spouses to choose to have their own benefit plan <br />separately or jointly. <br />- Agreement — Lexipol <br />Assistant Chief Todd Skwarcan stated this is a web based scanning of Fire Department operation <br />procedures. He noted the Board approved a proposal in 2016, however it was never acted upon <br />because it wasn't ready. He stated this agreement will supersede that one. Attorney Fanello <br />questioned if there was a need to close the loop on the first one before starting this new one. She <br />asked Assistant Chief Skwarcan to send her the previous agreement to review and suggested if <br />necessary, it could be added to the agenda for the Board to rescind their previous approval at the <br />same time as approving the new agreement. <br />No other business came before the Board.
