352 that said Board has fixed the 24th day of February, 1948, at Eleven o'clock in the fore noon, at the office of said Board, in the City Hall' 214 North Main Street, South Bend I Indiana, as the time and place at which said agreement will be finally considered; that at said time and place a public hearing will be had, at which any taxpayer may appear, in person or by attorney, and file protest against any or all of the provisions of said agreement.
