,~- <br />~,*, <br />PERSONNEL AND FINANCE COMMITTEE 12-14-09 <br />Tom LaFountain, Chairperson, Personnel and Finance Committee called the meeting to order at <br />5:00 p.m. <br />Committee Members Present: Oliver Davis; David Varner; Karen White <br />Other Councilmember's Present: Tim Rouse; Ann Puzzello; Derek Dieter <br />Other's Present: John Murphy; Fire Chief Howard Buchanon; Police Chief Darryl Boykins; <br />Assistant Fire Chief Mark Nowicki; Gary Gilot; Mayor Stephen Luecke; Rita Kopala; Martha <br />Lewis; Jeff Parrott; Aladean DeRose, Phil St. Clair, Carol Littrell, Catherine Toppel, Gregg <br />Zientara <br />Agenda: Bill No. 93-09 -Temporarily Transferring Monies from Various Funds to Depleted <br />Property Tax Funds within the City Pending Receipt of Property Tax Distribution <br />Bill No. 94-09 -Amend Ordinance No. 9863-09 - To better define full and part- <br />time employees <br />Bill No. 95-09 -Appropriation from General Fund <br />Bill No. 96-09 -Appropriation of Enterprise Funds <br />Bill No. 97-09 -Budget Transfers for Various Departments with the City for 2009 <br />Bill No. 98-09 -Appropriating Funds for Capital Expenditures in 2010 from <br />various Capital Funds <br />Bill No. 99-09 -Appropriating Funds for Capital Expenditures in 2010 form the <br />General Fund and Other Tax Revenue Funds <br />Over a period of forty minutes Gregg Zientara, City Controller, explained the essence of each bill. <br />The first five under consideration could be characterized as year-end tying up of loose ends. <br />Routine as they were there was little discussion other than a couple of questions about <br />anticipated property tax distributions from the state through the County. To avoid the additional <br />expense of issuing tax anticipation warrants covering shortfalls, inter-fund transfers or borrowing <br />was requested. The Controller said the absence of'08 pay '09 tax distribution necessitated this <br />temporary allowance. In the end once accounts were settled and a recent audit suggestion to <br />define full and part-time employment was completed, there would be a net zero dollar affect <br />according to Zientara. <br />The tally: (All five (5) bills were sent favorably to Council) <br />Bi1f No. 93-09 -Councilmember White moved, Councilmember Oliver Davis seconded <br />Bill No. 94-09 -Councilmember Varner moved, Councilmember White seconded <br />Bill No. 95-09 -Councilmember Oliver Davis moved, Councilmember White seconded <br />Bill No. 96-09 -Councilmember Oliver Davis moved, Councilmember White seconded <br />Bill NO. 97-09 -Councilmember White moved, Councilmember Oliver Davis seconded <br />
