At other times, <br /> despite best efforts, it has been difficult to recruit officers, leaving full time officers stretched to <br /> their maximum capacity. These intermittent occurrences are challenging and would be greatly <br /> helped by additional officers. <br /> In light of these conditions, I am proposing to the Safety Board the creation of a new <br /> program of part-time police officers (the PTO program). An ordinance containing the terms and <br /> conditions of this program is being filed with the City Cleric today. The pay of these officers <br /> requires Council approval. It is designated as 80% of the current hourly rate of a South Bend <br /> Police Patrolman First Class rank. <br /> This is because the job is strictly part-time, it may involve duties from time to time that <br /> are more civilian in nature, and because no benefits are payable. The Department hopes to attract <br /> retired or former officers from a wide geographic area. No need for additional funding exists at <br /> this time due to availability of moneys from unfilled full-time officer positions. <br /> It is anticipated that the Board of Public Safety will approve the PTO program at its <br /> meeting this month, and before the Common Council takes final action, expected to be on <br /> September 25, 2017.
