At other times, despite best efforts, it has been difficult to recruit officers, leaving full time officers stretched to their maximum capacity. These intermittent occurrences are challenging and would be greatly helped by additional officers. In light of these conditions, I am proposing to the Safety Board the creation of a new program of part-time police officers (the PTO program). An ordinance containing the terms and conditions of this program is being filed with the City Cleric today. The pay of these officers requires Council approval. It is designated as 80% of the current hourly rate of a South Bend Police Patrolman First Class rank. This is because the job is strictly part-time, it may involve duties from time to time that are more civilian in nature, and because no benefits are payable. The Department hopes to attract retired or former officers from a wide geographic area. No need for additional funding exists at this time due to availability of moneys from unfilled full-time officer positions. It is anticipated that the Board of Public Safety will approve the PTO program at its meeting this month, and before the Common Council takes final action, expected to be on September 25, 2017.
