Upon a motion made by Ms. Maradik, <br />seconded by Ms. Dorau and carried, the Revocable Permit was approved. <br />APPROVAL OF REVOCABLE PERMIT FOR ENCROACHMENT — LEPEEP — 127 S. <br />MICHIGAN ST. <br />Mr. Gilot stated an application for a Revocable Permit for an encroachment has been received for <br />the purpose of allowing the installation of a projecting sign at 127 S. Michigan St. The <br />encroachment shall remain in the right of way until the time as the Board of Public Works of the <br />City of South Bend shall determine that such encroachment is in any way impairing or <br />interfering with the highway or with the free and same flow of traffic. Upon a motion made by <br />Ms. Maradik, seconded by Ms. Dorau and carried, the Revocable Permit was approved. <br />FAVORABLE RECOMMENDATION - PETITION TO VACATE THE EAST/WEST ALLEY <br />IN THE 1100 BLOCK OF BLAINE AVENUE BETWEEN BLAINE AVENUE AND <br />NORTH/SOUTH ALLEY FROM HUMBOLDT AVENUE TO VASSAR AVENUE <br />Mr. Gilot indicated that Scott Baracka, 1121 Blaine Ave., South Bend, IN 46616, has submitted <br />a request to vacate the above referenced alley. Mr. Gilot advised the Board is in receipt of <br />favorable recommendations concerning this Vacation Petition from the Area Plan Commission, <br />Solid Waste, Community Investment and Engineering. The vacation would not hinder the growth <br />or orderly development of the unit or neighborhood in which it is located or to which it is <br />contiguous. The vacation would not make access to the lands of the aggrieved person by means <br />of public way difficult or inconvenient. The vacation would not hinder the public's access to a <br />church, school or other public building or place. The vacation would not hinder the use of a <br />public right-of-way by the neighborhood in which it is located or to which it is contiguous. <br />Therefore, Ms. Maradik made a motion for a favorable recommendation for the request for <br />vacation. Ms. Dorau seconded the motion which carried. <br />FAVORABLE RECOMMENDATION - PETITION TO VACATE THE WILLIAMS STREET <br />CUL DE SAC <br />Mr. Gilot indicated that Mr. Joe Hart, on behalf of the South Bend Cubs, 501 W. South St. South <br />Bend, IN 46601, has submitted a request to vacate the above referenced street. Mr. Gilot advised <br />the Board is in receipt of favorable recommendations concerning this Vacation Petition from the <br />Area Plan Commission, Street Department, Fire Department, Solid Waste and Community <br />Investment. The vacation would not hinder the growth or orderly development of the unit or <br />neighborhood in which it is located or to which it is contiguous. The vacation would not make <br />access to the lands of the aggrieved person by means of public way difficult or inconvenient. <br />The vacation would not hinder the public's access to a church, school or other public building or <br />place. The vacation would not hinder the use of a public right-of-way by the neighborhood in <br />which it is located or to which it is contiguous. Engineering gave a favorable recommendation <br />subject to clarification of the location for a new turn -around. Mr. Rich Estes, Community <br />Investment, stated the parking lot will have two (2) approaches, one for entry and one for exit to <br />provide a turn -around. Therefore, Ms. Maradik made a motion for a favorable recommendation <br />for the request for vacation. Ms. Dorau seconded the motion which carried. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Ms. Maradik, seconded by Ms. Dorau and carried, the following traffic <br />control devices were approved: <br />NEW INSTALLATION: Temporary No Parking Signs <br />LOCATION: Lafayette Blvd. in Front of Old Courthouse Steps <br />DESCRIPTION: No Parking Signs from 9:00 a.m. to 11:30 a.m. on August <br />15, 2017 for "Drive for our Lives Press Conference" Bus <br />Parking <br />REMARKS: Favorable Recommendations; Courthouse has approved use <br />of Steps for Event - <br />REVISION: All -Way Stop Signs <br />LOCATION: Notre Dame Ave. and Northside Blvd. <br />DESCRIPTION: Revise Intersection to All -Way Stop (3 approaches) <br />REMARKS: All criteria has been met <br />
