REGULAR MEETING JULY 10, 2017 Be it remembered that the Common Council of the City of South Bend, Indiana met in the Council Chambers of the County-City Building on Monday, July 10th, 2017 at 7:00 p.m. The meeting was called to order by Council President Tim Scott and the Invocation was given by Bradley Laird of the South Bend Society of Friends, and Pledge to the Flag was given. ROLL CALL COUNCIL MEMBERS: Tim Scott 1St District, President Regina Williams-Preston 2nd District Randy Kelly 3rd District Dr. David Varner 5th District Oliver J. Broden 4th District OTHERS PRESENT: Kareemah Fowler City Clerk Jennifer Coffman Chief Deputy Clerk Alkeyna Aldridge Deputy Clerk Graham Sparks Executive Assistant Clerk Aladean DeRose Interim Council Attorney REPORT FROM THE SUB-COMMITTEE ON MINUTES Councilmember Karen White made a motion that the minutes of the June 16th, 2017 meeting of the Council be accepted and placed on file. Councilmember Oliver Davis seconded the motion which carried by a voice vote of eight(8) ayes. SPECIAL BUSINESS Pete Buttigieg, Mayor of the City of South Bend, with offices on the 14th Floor of the County- City Building, addressed the Council and public. (Audio of the first statements of Mayor Buttigieg's address were not recorded, therefore said first statements are absent from these, the minutes of the July 10`h, 2017 meeting of the Common Council of the City of South Bend. Recording of Mayor Buttigieg's statements began approximately two (2) minutes into his remarks) Mayor Buttigieg stated, I want to mention that the budget process is well under way, and thank the Council for the good work in the early stages with preparing that 2018 budget. We tried something new this year, which is a pre-season meeting—a resident input meeting—as early as May. We had about twenty(20) community members attend to share their ideas, and then we had another budget workshop on July 8th, 2017 with support from the Neighborhood Resources Council. We had about twenty (20) residents there asking questions. We have already collected one-hundred (100) questions and comments related to budget priorities, to which we will be responding over the next few weeks. I wanted to remind everyone that this is really the second of a two (2) year process to get the priority-based budgeting strategy locked in. Again, we appreciate the Council,because it wouldn't be possible without your cooperation and attention throughout the process in order to implement this new approach.
