REGULAR MEETING JULY 10, 2017 <br /> Be it remembered that the Common Council of the City of South Bend, Indiana met in the <br /> Council Chambers of the County-City Building on Monday, July 10th, 2017 at 7:00 p.m. The <br /> meeting was called to order by Council President Tim Scott and the Invocation was given by <br /> Bradley Laird of the South Bend Society of Friends, and Pledge to the Flag was given. <br /> ROLL CALL <br /> COUNCIL MEMBERS: <br /> Tim Scott 1St District, President <br /> Regina Williams-Preston 2nd District <br /> Randy Kelly 3rd District <br /> Dr. David Varner 5th District <br /> Oliver J. Broden 4th District <br /> OTHERS PRESENT: <br /> Kareemah Fowler City Clerk <br /> Jennifer Coffman Chief Deputy Clerk <br /> Alkeyna Aldridge Deputy Clerk <br /> Graham Sparks Executive Assistant Clerk <br /> Aladean DeRose Interim Council Attorney <br /> REPORT FROM THE SUB-COMMITTEE ON MINUTES <br /> Councilmember Karen White made a motion that the minutes of the June 16th, 2017 meeting of <br /> the Council be accepted and placed on file. Councilmember Oliver Davis seconded the motion <br /> which carried by a voice vote of eight(8) ayes. <br /> SPECIAL BUSINESS <br /> Pete Buttigieg, Mayor of the City of South Bend, with offices on the 14th Floor of the County- <br /> City Building, addressed the Council and public. <br /> (Audio of the first statements of Mayor Buttigieg's address were not recorded, therefore said first <br /> statements are absent from these, the minutes of the July 10`h, 2017 meeting of the Common <br /> Council of the City of South Bend. Recording of Mayor Buttigieg's statements began <br /> approximately two (2) minutes into his remarks) <br /> Mayor Buttigieg stated, I want to mention that the budget process is well under way, and thank <br /> the Council for the good work in the early stages with preparing that 2018 budget. We tried <br /> something new this year, which is a pre-season meeting—a resident input meeting—as early as <br /> May. We had about twenty(20) community members attend to share their ideas, and then we had <br /> another budget workshop on July 8th, 2017 with support from the Neighborhood Resources <br /> Council. We had about twenty (20) residents there asking questions. We have already collected <br /> one-hundred (100) questions and comments related to budget priorities, to which we will be <br /> responding over the next few weeks. I wanted to remind everyone that this is really the second of <br /> a two (2) year process to get the priority-based budgeting strategy locked in. Again, we <br /> appreciate the Council,because it wouldn't be possible without your cooperation and attention <br /> throughout the process in order to implement this new approach. <br /> Mayor Buttigieg continued,A couple of congratulations are due to our Administration and <br /> Finance team.
