Committeemember Oliver Davis made a motion to accept Substitute Bill No. 17-25 as amended.
Committeemember Randy Kelly seconded this motion which carried unanimously by a voice
vote of four(4) ayes.
Committee Chair Dr. Varner then opened the floor to members of the public wishing to speak in
favor of or in opposition to the legislation. There were none. He then turned the floor back to the
Committee for further comment or main motion.
Committeemember Davis asked, How will this get to IDEM, the EPA and the DOJ?
Mr. Horvath replied, When we meet with those agencies, we will be able to show the community
support of this plan by providing this resolution as evidence. This shows the specific need for
this alternative plan. As soon as there is, if there will be, a Region Five (5) EPA Director, we will
start conversations with them immediately. We will also seek a resolution from the Citizen's
Advisory Committee that is similar to this effect.
Committeemember Kelly made a motion to send Substitute Bill No. 17-25 to the full Council
with a favorable recommendation. Committeemember Davis seconded this motion which carried
unanimously with a voice vote of four(4) ayes.
With no other business on the agenda, Committee Chair Dr. Varner adjourned the Utilities
Committee meeting at 4:38 p.m.
Respectfully Submitted,
Dr. David Varner, Committee Chair
2
