3. Preliminary Design. Conduct a preliminary design including the following tasks. <br />a, Review the Donohue evaluation and confirm recommendations. <br />b. Confirm structural, instrumentation and control, and electrical needs. <br />c. Obtain manufacturers' cut sheets including materials of construction, cost quotes, delivery <br />schedules, and dimensions from vendors for equipment. <br />d. Develop preliminary requirements for construction phasing including confirming the bypass <br />plan and for coordination with Owner's operations. <br />e. Develop preliminary engineer's opinion of probable construction costs. <br />f. Prepare preliminary drawings and major equipment specifications. <br />4. Construction Drawings. Prepare detailed drawings to show the general scope, extent and character of <br />the work to be furnished and performed by Contractor. The plans will show site plans, mechanical <br />equipment configuration and layout, piping layouts and details, structural components and details, <br />electrical equipment and connections, and equipment and schernatics for process instrumentation and <br />control. Multiple disciplines will be shown on a drawing for simplification. It is assumed that the <br />City can provide the record drawings for the project in pdf format only and no survey is required. <br />5. Project Manual. Prepare a Project Manual to supplement the detailed design drawings. The manual <br />will include a notice to bidders, instructions to bidders, bid form, bid bond, agreement, performance <br />and payment bonds, general conditions and supplementary conditions (prepared using ARCADIS' <br />standard front-end documents, which are based on the Engineers Joint Contract Documents <br />Committee), and Specifications (which will be prepared in conformance with the fifty -division format <br />of the Construction Specifications Institute). <br />6. Opinion of Construction Costs. In addition to the preliminary design cost estimate (noted above), <br />prepare engineer's opinion of probable construction costs for each design deliverable. <br />7. Construction Schedule. Prepare construction schedule establishing advertisement dates, bid opening, <br />notice -to -proceed, and critical construction milestone dates for each design deliverable. <br />S. Bid Assistance. Assist Client in advertising for bids. Provide ARC Indiana, the Client's reproduction <br />company, with Bidding Documents for their distribution to plan holders. ARC Indiana will distribute <br />the documents and maintain a record of plan holders. Prepare addenda as appropriate and provide to <br />ARC Indiana for their distribution. Conduct and attend a pre -bid meeting. The City only will attend <br />the bid opening and reading of the bids and will provide information to Areadis. Prepare bid <br />tabulation, review bids, and recommend to Client regarding the award of the contract. <br />Upon successful completion of the bidding phase, the following contruction services apply. <br />9. General Administration of Construction Contract. Consult with Owner and act as Owner's <br />representative as provided in the Construction Contract. The extent and limitations of the duties, <br />responsibilities, and authority of Engineer as assigned in the Construction Contract shall not be <br />modified, except as Engineer may otherwise agree in writing. All of Owner's instructions to Contractor <br />will be issued through Engineer, which shall have authority to act on behalf of Owner in dealings with <br />Contractor to the extent provided in this Agreement and the Construction Contract except as otherwise <br />provided in writing, <br />10. Pre -Construction Conference. Participate in a Pre -Construction Conference prior to commencement <br />of Work at the Site.
