AP-85 Other Actions - 91.420, 91.220(k) Introduction ' Actions planned to address obstacles to meeting underserved needs 1. The City of South Bend continues to work on developing creative solutions and possible resources to address the issue. ' 2. Continuing the emphasis on homeowner rehab support to assist owners with being able to remain in their homes. ' 3.The City has budgeted funding for its Vacant&Abandoned housing initiative. 4. City's continuing support of housing counseling, successful renewal of Indiana Foreclosure Prevention Network (IFPN) and Hardest Hit Funds (HHF) awards, and outreach efforts for Making Home Affordable will ultimately assist those facing foreclosure. ' 5. The City of South Bend supports a tax credit project that will create affordable housing for chronically homeless individuals with substance abuse issues (FUSE project). ' 6. Continuum of Care strategic decision to merge with the Balance of State to strengthen the structure, communication and efforts to support the homeless and special needs populations will continue to: • Broaden existing shelter and homelessness prevention activities. ' • Emphasize Rapid Re-housing (helping individuals and families who are literally homeless [in a shelter or sleeping place not meant for human habitation]) to quickly access permanent housing. • Help people quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness. ' • Align the ESG program with other HUD programs. • Support more coordinated and effective data collection, performance measurement, and program evaluation. Actions planned to foster and maintain affordable housing The age of the housing stock in the inner cities creates certain challenges for neighborhoods particularly if the houses within it have not been properly been maintained. This sometimes occurs because low ' income homeowners may not have the means to keep up with the maintenance requirements of an older home.To assist these residents, South Bend supports the inclusion of the following activities: Annual Action Plan 55 2017 ' OMB Control No:2506-0117(exp.06/30/2018)
