AP-85 Other Actions - 91.420, 91.220(k) <br /> Introduction <br /> ' Actions planned to address obstacles to meeting underserved needs <br /> 1. The City of South Bend continues to work on developing creative solutions and possible resources to <br /> address the issue. <br /> ' 2. Continuing the emphasis on homeowner rehab support to assist owners with being able to remain in <br /> their homes. <br /> ' 3.The City has budgeted funding for its Vacant&Abandoned housing initiative. <br /> 4. City's continuing support of housing counseling, successful renewal of Indiana Foreclosure Prevention <br /> Network (IFPN) and Hardest Hit Funds (HHF) awards, and outreach efforts for Making Home Affordable <br /> will ultimately assist those facing foreclosure. <br /> ' 5. The City of South Bend supports a tax credit project that will create affordable housing for chronically <br /> homeless individuals with substance abuse issues (FUSE project). <br /> ' 6. Continuum of Care strategic decision to merge with the Balance of State to strengthen the structure, <br /> communication and efforts to support the homeless and special needs populations will continue to: <br /> • Broaden existing shelter and homelessness prevention activities. <br /> ' • Emphasize Rapid Re-housing (helping individuals and families who are literally homeless [in a <br /> shelter or sleeping place not meant for human habitation]) to quickly access permanent <br /> housing. <br /> • Help people quickly regain stability in permanent housing after experiencing a housing crisis <br /> and/or homelessness. <br /> ' • Align the ESG program with other HUD programs. <br /> • Support more coordinated and effective data collection, performance measurement, and <br /> program evaluation. <br /> Actions planned to foster and maintain affordable housing <br /> The age of the housing stock in the inner cities creates certain challenges for neighborhoods particularly <br /> if the houses within it have not been properly been maintained. This sometimes occurs because low <br /> ' income homeowners may not have the means to keep up with the maintenance requirements of an <br /> older home.To assist these residents, South Bend supports the inclusion of the following activities: <br /> Annual Action Plan 55 <br /> 2017 <br /> ' OMB Control No:2506-0117(exp.06/30/2018) <br />
