Introduction <br /> The 2017 Action Plan represents Year Three of the 2015-2019 five-year Housing and Community <br /> Development Plan (HCD Plan) of the St.Joseph County Housing Consortium. This plan indicates the <br /> PY2017 priority needs and related objectives to support strong neighborhood revitalization activity in St. <br /> Joseph County. The priority needs and objectives are outlined in the HCD Plan under the following <br /> ' categories: Housing, Non-Housing Community Development, Homeless, and Non-Homeless Special <br /> Needs. <br /> The City of South Bend anticipates receiving$2,577,106 in federal resources for Community <br /> Development Block Grant (CDBG) and Emergency Shelter Grant (ESG) in PY2017. The St.Joseph County <br /> Housing Consortium anticipates receiving$734,817 in HOME Investment Partnerships Program (HOME) <br /> funding in PY2017. <br /> ' 2. Summarize the objectives and outcomes identified in the Plan <br /> This could be a restatement of items or a table listed elsewhere in the plan or a reference to <br /> ' another location. It may also contain any essential items from the housing and homeless <br /> needs assessment, the housing market analysis or the strategic plan. <br /> ' All 2017 CDBG-funded activities will coordinate with geographic priorities of the Vacant and Abandoned <br /> Housing Initiative and the West Side Corridors Plan.The City of South Bend has targeted specific <br /> ' portions of the Near Northwest (Census Tract 6), the Near West Side including the Lincoln Park <br /> neighborhood (Census Tract 19), and the Southeast Neighborhood (Census Tracts 29 and 30) for <br /> programs that promote first time homebuyers, renovate quality rental properties, create affordable <br /> single-family homes, and remove vacant and abandoned structures.These neighborhoods show <br /> relatively low incomes and high concentrations of poverty, high rates of residential vacancy and <br /> ' abandonment, and a high incidence of sub-prime loans. The target areas, adjacent to downtown, are <br /> also areas that have begun to see redevelopment activity by local non-profit housing organizations and <br /> private developers. <br /> A p ortion of the Rum Village Neighborhood, bounded by Indiana s Avenue, Miami Street, Ewing Avenue, <br /> ' and Michigan Street, will be targeted for owner-occupied housing rehab activity.
