<br /> AMENDING THE ZONING ORDINANCE FOR
<br /> PROPERTY LOCATED AT 1405 & 1505
<br /> HOWARD STREET, COUNCILMANIC
<br /> DISTRICT NO. 4 IN THE CITY OF SOUTH
<br /> BEND, INDIANA
<br /> Councilmember Tim Scott made a motion to continue Bill No. 25-17 indefinitely, as requested
<br /> by the petitioner. Councilmember Dr. David Varner seconded the motion which carried by a
<br /> voice vote of seven (7) ayes.
<br /> 27-17 PUBLIC HEARING ON AN ORDINANCE
<br /> AMENDING THE ZONING ORDINANCE FOR
<br /> PROPERTY LOCATED AT 3015 WESTERN
<br /> AVENUE, COUNCILMANIC DISTRICT NO. 2
<br /> IN THE CITY OF SOUTH BEND, INDIANA
<br /> Councilmember Karen White made a motion to accept Substitute Bill No. 27-17. Councilmember
<br /> Tim Scott seconded the motion which carried by a voice vote of seven (7) ayes.
<br /> Councilmember Oliver Davis, Chair of the Zoning and Annexation Committee, reported that
<br /> they met this afternoon and send this bill forward with a favorable recommendation.
<br /> David Stanton, Area Plan Commission, with offices on the 1 Vh Floor of the County-City
<br /> Building, South Bend, IN, served as the presenter of this bill. Mr. Stanton stated, The petitioner
<br /> is requesting a zone-change from GB, General Business District, to MU, Mixed-Use District. On
<br /> the site is a retail establishment. To the north is a single-family home zoned SF2, Single-Family
<br /> and Two (2) Family District. To the east is a retail store zoned GB, General Business District. To
<br /> the south and to the west, across Western Avenue and then next-door to the building, the
<br /> establishment is zoned MU, Mixed-Use District. The site includes an existing two (2) story retail
<br /> building situated near the middle of the block. Only a portion of the building, an approximately
<br /> 4,500 square-foot footprint, is proposed to be rezoned. The remainder of the building will
<br /> continue to be zoned GB, General Business District. The shared parking area is located to the
<br /> east of the site. Mr. Stanton presented to the Council and public images of the site. He continued,
<br /> stating, This comes to you from the Area Plan Commission with a favorable recommendation.
<br /> Rezoning this site to MU, Mixed-Use, will allow for the reuse of an existing structure in a
<br /> manner consistent with the Comprehensive Plan.
<br /> Ciera Ewing, property owner of 3015 West Western Avenue, South Bend, IN, served as the
<br /> petitioner of this bill. Ms. Ewing stated, We are planning to open up a flea market called
<br /> "Limited Time Flea Market."Ms. Ewing explained that the flea market would sell a wide variety
<br /> of items such as electronics, kids toys, home goods, furniture, etc. Her team purchases items
<br /> from a site called "Quantum Commodities." She stated, It's like a bidding war that they send us
<br /> every day. We order the trucks, and they have them in within two (2) days. We restock the store
<br /> that way. As soon as zoning is approved and we get everything straightened out with this, we
<br /> will shoot for an opening on July 1St, 2017.
<br /> Councilmember Jo M. Broden asked, Where are your loading docks and where will you take in
<br /> items?
<br /> Ms. Ewing responded, There is, in the back, a garage door. The whole building is ours. So, we
<br /> own the door here in the front and there is another garage door that lifts in the back. We will
<br /> probably do it in the back, that way we are not blocking traffic or anything.
