<br /> Councilmember Tim Scott made a motion to send Bill No. 36-17 to the full Council with a
<br /> favorable recommendation. Councilmember Karen White seconded the motion which carried by
<br /> a voice vote of seven(7) ayes.

<br /> VEHICLE HIGHWAY FUND (#202), $100,000
<br /> FROM DCI OPERATING FUND (#211), $3,000
<br /> FROM GIFT, DONATION, BEQUEST FUND
<br /> (#217), $125,000 FROM LOCAL ROADS &
<br /> STREETS FUND (#351), $28,000 FROM
<br /> INDIANA RIVER RESCUE FUND (#291),
<br /> $285,000 FROM PARKS CAPITAL FUND (#405),
<br /> $295,000 FROM MORRIS PERFORMING ARTS

<br /> Councilmember Karen White, Chair of the Personnel and Finance Committee, reported that they
<br /> met this afternoon and send this bill forward with a favorable recommendation.
<br /> John Murphy,the Department of Administration and Finance, with offices on the 121' Floor of
<br /> the County-City Building, South Bend, IN, served as the presenter of this bill. Mr. Murphy
<br /> stated, These are the June quarterly appropriations for City funds.
<br /> Councilmember Regina Williams-Preston asked, You mentioned that the allocation for DCI-
<br /> the $100,000—you don't anticipate that it will be that much, but if we were to pass that, what
<br /> happens to the rest of that money?
<br /> Mr. Murphy responded, As with any appropriation, by the end of the year, it's either unspent or
<br /> unencumbered. The appropriation lapses, and the money just remains in the account, in the cache
<br /> for the City. That's how it works.
<br /> Councilmember Jo M. Broden, referencing the over a quarter-of-a-million dollars to be
<br /> appropriated for the Morris Performing Arts Center Capital fund, asked if there was a list of
<br /> priority items and projects. Councilmember Broden asked, How does this fit into a broader
<br /> picture, I guess, is what I'm trying to get at, in terms of priorities for the Morris?
<br /> Mr. Murphy responded, All the funds do a five (5) year capital budget. Aaron could probably
<br /> speak more fluently about this particular appropriation,but the City in general does five (5) year
<br /> capital budgeting.
<br /> Councilmember Oliver Davis asked, Mrs. Broden, do you want to hear from Mr. Perri on this?
<br /> Councilmember Broden responded, Yeah, that would be great,just to get a sense of some of the
<br /> other big ticket items that we could anticipate.
<br /> Aaron Perri, Executive Director of the Department of Venues, Parks, and Arts, 321 East Walter
<br /> Street, South Bend, IN, stated, These two (2) particular items did not show up in the five (5) year
<br /> capital plans and that's why they are coming here to you tonight. There were things that—the
