Section III. If any subsection, sentence, clause, phrase or word of this ordinance is declared to <br /> be invalid or unconstitutional by a court of proper jurisdiction, such determination shall not <br /> affect the validity of the remaining portions of this Ordinance. <br /> Section IV.
