REGULAR MEETING MAY 9, 2017 144 <br />WHEREAS, the Administrative Code does not contemplate each and every possible <br />commercial or industrial Average Flow; and <br />WHEREAS, the following zoning classifications and flow rates, based on the average <br />flow rates listed in the treatise Wastewater Engineering: Treatment, Disposal, and Reuse by <br />Metcalf & Eddy, Inc. 1991, will be used to determine Average Flow: <br />Commercial (Office/Retail): 1150 gal/acre/day <br />Light Industrial: 1250 gal/acre/day <br />Heavy Industrial: 2250 gal/acre/day <br />WHEREAS, for zoning classifications not specifically defined as "Light Industrial", the <br />"Heavy Industrial" designation shall be used; and <br />WHEREAS, in order to deviate from the abovementioned flow rates, the City shall <br />require certification from an Indiana licensed engineer or architect as to the expected flow rate. <br />NOW, THEREFORE, BE IT RESOLVED, that the above mentioned average daily flow <br />rates shall be utilized when calculating sewer system development charges. <br />ADOPTED the 91h day of May, 2017. <br />CITY OF SOUTH BEND <br />BOARD OF PUBLIC WORKS <br />s/ Gary A. Martin, Clerk <br />ADOPT RESOLUTION NO 20-2017 — A RESOLUTION OF THE CITY OF SOUTH BEND, <br />INDIANA BOARD OF PUBLIC WORKS, OUTLINING THE AVERAGE DAILY FLOW <br />RATES FOR SEWER CAPACITY CERTIFICATIONS <br />Upon a motion made by Ms. Fritzberg, seconded by Mr. Mueller and carried, the following <br />Resolution was adopted by the Board of Public Works: <br />RESOLUTION NO.20-2017 <br />A RESOLUTION OF THE CITY OF SOUTH BEND, INDIANA, <br />BOARD OF PUBLIC WORKS, <br />OUTLINING THE AVERAGE DAILY FLOW RATES FOR SEWER CAPACITY <br />CERTIFICATIONS <br />WHEREAS, on October 25, 2016, the South Bend Common Council ("Council") adopted <br />Ordinance No. 10461-16, which established a system development charge based on Equivalent <br />Residential Units ("ERU") and on January 23, 2017 reaffirmed the Ordinance through Ordinance <br />No. 10496-17; and <br />WHEREAS, the system development charge is equal to $1,145 per ERU; and <br />WHEREAS, the wastewater average daily flow rate ("Average Flow") is used to <br />calculate the ERU; and <br />WHEREAS, the Average Flow is a calculation based on estimations located in Indiana <br />Administrative Code 327 IAC 3-6-11 ("Administrative Code"); and <br />WHEREAS, the customer seeking to connect to the City of South Bend ("City") <br />municipal sewer works must provide an Average Flow to the City; and. <br />WHEREAS, the Administrative Code does not contemplate each and every possible <br />commercial or industrial Average Flow; and <br />
