REGULAR MEETING APRIL 24, 2017 <br /> Be it remembered that the Common Council of the City of South Bend, Indiana met in the <br /> Council Chambers of the County-City Building on Monday, April 24th, 2017 at 7:00 p.m. The <br /> meeting was called to order by Council President Tim Scott and the Invocation was given by <br /> Reverend Mary L. White At-Large <br /> ABSENT: <br /> Tim Scott 1St District, President <br /> Dr. David Varner 5th District <br /> OTHERS PRESENT: <br /> Kareemah Fowler City Clerk <br /> Jennifer Coffinan Chief Deputy Clerk <br /> Alkeyna Aldridge Deputy Clerk <br /> Graham Sparks Executive Assistant Clerk <br /> Aladean DeRose Interim Council Attorney <br /> REPORT FROM THE SUB-COMMITTEE ON MINUTES <br /> Due to the absence of Council President Tim Scott and Councilmember Dr. David Varner, there <br /> was no quorum in the Sub-Committee on Minutes. The minutes of the April 10th, 2017 meeting <br /> of the Common Council, therefore, will not be accepted until the Common Council meeting on <br /> MU 8th, 2017. <br /> SPECIAL BUSINESS <br /> Councilmember Jo M. Broden provided for the Council and the public an update on Solid Waste <br /> Management in the City of South Bend. Councilmember Broden explained that the Solid Waste <br /> Management District Board is comprised of mayors, commissioners, and councilmembers from <br /> the throughout County, and Councilmember Broden serves as the representative of the South <br /> Bend City Council. At February's meeting, the District voted for the first fee increase in the <br /> program's seventeen (17) year history. The fees were set to go up to $40 annually, from$23.64. <br /> Instead of being part of the residents' water bill,this will appear on the County tax bill under the <br /> header, "Special Assessment." The $40 will be paid in two (2) installments: one (1) in the spring, <br /> the other in the fall. Residents outside the City of South Bend who were paying $32.40 annually <br /> will also have to pay $40 annually. Councilmember Broden stated, In terms of billing on the <br /> water bill, the vote happened in February. There was some attempt, obviously,to try to work this <br /> to a more equitable fee for all the services that the County serves—both the curbside and <br /> 1 <br />
