2016 Annual Report— Department of Code Enforcement 12 <br /> Hearing Process <br /> One of our goals for the past couple of years has been to Civil Penalties imposed per Year <br /> increase compliance with,and attendance of, Code <br /> Enforcement Hearings. In pursuance of that goal,we _ <br /> continue to send expired repair orders back through the 219 <br /> hearing process if there were no repairs made and/or no 300 <br /> extensions requested. Our objective is to relay to the <br /> 305 <br /> property owner we are serious about the property being <br /> brought up to the standards of their neighborhood,the <br /> International Property Maintenance Code, and city 02016 02015 02014 <br /> ordinances. <br /> We continue to ask for civil penalties against owners who <br /> show a willful neglect of their properties. Willful neglect Hearing Type Distribution <br /> may mean the owner fails to attend Code Enforcement 0.5% 1.2% <br /> Hearings, has multiple violations, and/or has been given 17.5% II <br /> ample opportunity to make repairs/clean the property and <br /> fails to do so. The civil penalty amount is determined on a <br /> case-by-case basis. Our goal is to get the property repaired <br /> and/or cleaned, not to create a financial hardship. <br /> Additionally,for all properties that are scheduled for a 13.0% <br /> hearing we now request that they also be affirmed for <br /> continuous enforcement as part of the order. This permits <br /> us to secure the property, mow the grass, and remove trash 67.8% <br /> and debris without notification. <br /> In 2016, 1,104 cases went through the hearing process. The <br /> breakdown is as follows: .Repairs ■Demolitions ■Environmental Vehicle ■Appea'. <br /> • 749 Repairs (67.8%) <br /> 0 32.9%were affirmed <br /> 0 39.8%were modified to repair orders <br /> 0 12.3%were repaired by owner <br /> • 144 Demolitions (13%) <br /> 0 59.7%were affirmed <br /> 0 11.1%were modified to repair orders <br /> 0 6%were demolished by owner <br /> 1300 County-City Building, 227 W.
