DEPARTMENT OF COMMERCE, UNITED STATES OF AMERICA, FOR A GRANT AND/OR LOAN UNDER THE TERMS OF PUBLIC LAW 89-136. WHEREAS, under the terms of Public Law 89-136, the United States of America has authorized the making of grants and/or loans to public bodies and private or public nonprofit organizations or associations to aid in financing the construction of specific public projects: NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: 1. That Mayor Lloyd M. Allen be and he is hereby authorized to execute and file an application on behalf of City of South Bend with the Economic Development Administration, U.S. Department of Commerce, for a grant and/or loan to aid in financing the construc- tion of: The project involves new water works facilities to be con- structed as an expansion and improvement program to existing facilities . These new facilities will include filtration plants, wells and transmission mains which will eliminate the "red Water" problems of the community and also provide an adequate quality and quantity of water for industrial use and fire protection. 2 .
