DEPARTMENT OF COMMERCE, UNITED STATES OF <br /> AMERICA, FOR A GRANT AND/OR LOAN UNDER THE <br /> TERMS OF PUBLIC LAW 89-136. <br /> WHEREAS, under the terms of Public Law 89-136, the United <br /> States of America has authorized the making of grants and/or loans <br /> to public bodies and private or public nonprofit organizations or <br /> associations to aid in financing the construction of specific <br /> public projects: <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF <br /> THE CITY OF SOUTH BEND: <br /> 1. That Mayor Lloyd M. Allen be and he is hereby authorized <br /> to execute and file an application on behalf of City of South Bend <br /> with the Economic Development Administration, U.S. Department of <br /> Commerce, for a grant and/or loan to aid in financing the construc- <br /> tion of: <br /> The project involves new water works facilities to be con- <br /> structed as an expansion and improvement program to existing <br /> facilities . These new facilities will include filtration plants, <br /> wells and transmission mains which will eliminate the "red Water" <br /> problems of the community and also provide an adequate quality <br /> and quantity of water for industrial use and fire protection. <br /> 2 .
