(Theory of enforcement) . <br /> (We need to collect unpaid tickets to enforce the law). <br /> Meters were put into effect to help control the flow of traffic. <br /> To maintain traffic control is more important than revenue or postage spent. <br /> When operation cost is cut, then we must cut service, and when this is done <br /> our law enforcement is gone. <br /> In the interest of maintaining good government and since this department <br /> is law enforcement and since the CODE BOOK clearly states that the Violator has <br /> 48 Hours to pay a ticket after which a Notice is to be mailed. My office is <br /> an office of achievement, Law Enforcement and Efficiency. <br /> The present procedure on ticket envelope postage is as follows: <br /> Tickets where one dollar ($1.00) is placed in ticket envelope and dropped in <br /> the U. S. Government Mail Boxes are the metered Postage, at a cost of 7 cents each. <br /> Tickets that are paid in person require no postage. <br /> Tickets mailed otherwise are in envelopes and postage paid by the violator. <br /> The metered postage has been proven to be efficient in handling and receiving, <br /> since it is much easier to place one dollar in the ticket envelope and drop it <br /> in the mail box. <br /> There are other people who need to be reminded that they owe for tickets issued <br /> to them.
