CERTIFICATE OF RECORDING OFFICER <br /> The undersigned hereby certifies as follows: <br /> 1 . That she is the duly qualified and acting City Clerk of the City of South <br /> Bend, Indiana, herein called the "Municipality" , and the keeper of its records <br /> including the journal of proceedings of the Common Council of the City of South <br /> Bend, Indiana, herein called the "Governing Body"; <br /> 2. That the attached resolution is a true and correct copy of the resolution as <br /> finally adopted at a meeting of the Governing Body held on the A -'Z ntday of � <br /> 1967, and duly recorded in her office; <br /> 3. That said meeting was duly convened and held in all respects in accordance <br /> with law and to the extent required by law due and proper notice of such meeting <br /> was given; that a legal quorum was present throughout the meeting, and a legally <br /> sufficient number of members of the Governing Body voted in the proper manner <br /> and for the adoption of said resolution; and all other requirements and proceedings <br /> under law incident to the proper adoption or passage of said resolution, have been <br /> duly fulfilled, carried out, and otherwise observed; <br /> 4. That if an impression of the seal has been affixed below, it constitutes the <br /> official seal of the Municipality and this certificate is hereby executed under such <br /> official seal . If no seal has been affixed below, the Municipality does not have <br /> and is not legally required to have an official seal ; <br /> 5.
