! ERK'S OFFICE RESOLUTION NO. 155-67 MN 171��} RESOLUTION OF THE COMMON COUNCIL OF THE CITY KATHRYN L. BLOUGH OF SOUTH BEND, INDIANA, APPROVING THE UNDERTAKING OF SURVEYS AND PLANS FOR AN URBAN RENEWAL CITY CLERK, SOUTH BEND, IND. PROJECT AND THE FILING OF AN APPLICATION WHEREAS under Title I of the Housing Act of 1949, as amended (herein referred to as "Title I") , the Secretary of the Department of Housing and Urban Development is authorized to extend financial assistance to local public agencies in the elimination and prevention of the spread of their slums and and urban blight through the planning and undertaking of urban renewal projects; and WHEREAS, the Common Council of the City of South Bend did adopt Resolution 106-65 on September 27, 1965, as amended by Resolution 126-66 adopted on January 10, 1966, and now desires in the public interest to further amend said Resolution, as amended, by amending the proposed project boundary as hereinafter provided; and WHEREAS, it is desirable and in the public interest that the City of South Bend, Department of Redevelopment, make surveys and prepare plans, presently estimated to cost approximately Two Hundred Seventy-Four Thousand, Three Hundred and Fifty-Eight Dollars ($274,358) in order to undertake and carry out an urban renewal project of the character contemplated by Section 110(c) of Title I, in that area proposed as an Urban Renewal Area, situated in the City of South Bend, County of St. Joseph and State of Indiana, which is described as follows: Beginning at a point, formed by the intersection of the north right-of-way line of LaSalle Avenue and the west right-of-way line of Main Street; thence south along the west right-of-way line of Main Street to the north right-of-way line of Washington Street; thence west along the north right-of-way line of Washington Street to the west right-of-way line of LaFayette Boulevard; thence south along the west right-of-way line of LaFayette Boulevard to the south right-of-way line of Jefferson Boulevard; thence east along the south right-of-way line of Jefferson Boulevard to the west right-of-way line of Main Street; thence south along the west right-of-way line of Main Street to the south right-of-way line of Monroe Street; thence east along the south right-of-way line of Monroe Street to the west right-of-way line of Fellows Street; thence south along the west right-of-way line of Fellows Street to the south right-of-way line of Monroe Street; thence east along the south right-of-way line of Monroe Street and pro- ceeding in a northeasterly direction along said right-of-way line to the center of the St. Joseph River; thence proceeding in a northwesterly direction along the center of the St. Joseph River to the north right-of-way line of LaSalle Avenue; thence west along the north right-of-way line of LaSalle Avenue to the west right-of-way line of Main Street which is the point of beginning NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: 1 . That the proposed Urban Renewal Area described above is a slum, blighted, deteriorated or deteriorating area appropriate for an urban renewal project and that the undertaking by the City of South Bend, Department of Redevelopment of surveys and plans for an urban renewal project of the character contemplated by Section 110(c) of Title I in the proposed Urban Renewal Area is hereby approved. 2. That the financial assistance available under Title I is needed to enable the City of South Bend, Department of Redevelopment, to finance the planning and undertaking of the proposed project. -1- R 145
