J <br /> RESOLUTION NO. 201-68 <br /> RESOLUTION AUTHORIZING EXECUTION <br /> OF A COOPERATION AGREEMENT <br /> Excerpts of Minutes of Regular Meeting of Common Council, November 25, 1968 <br /> This being the time for public hearing on the above Resolution, Proponents and <br /> opponents were given an opportunity to be heard thereon. City Attorney, Arthur <br /> Frisk, explained the need for the Resolution. City Engineer, Lloyd Taylor, ex- <br /> plained the zoning necessary. Councilman Robert 0. Laven also spoke on the need <br /> for low income housing, and that this is the way it should be done. Reginald Howard, <br /> spokesman for the South Bend branch of NAACP, questioned item No. 5 of the Cooperation <br /> Agreement and Rev. Lawrence E. Crockett, president of the NAACP branch, asked if the <br /> Council had authority to approve sites. Councilman Laven said, "if a site has to be <br /> rezoned the council would have to consider it". Jesse L. Dickinson, executive direc- <br /> tor of the Housing Authority, said, "the site is part of a housing project and is a <br /> matter of law that comes up when a project is up for approval". <br /> Councilman Laven made a motion that the Resolution be adopted by a roll call <br /> vote. Councilman Reinke seconded the motion. Motion carried. The Resolution <br /> was adopted by a roll call vote of 9 ayes, (Councilman Laven, Allen, Craven, <br /> Reinke, Grounds, Szymkowiak, Wise, Palmer, and Zielinski) 0 nays, 0 absent. <br />
