-3- <br /> 6. Extent of local participation. <br /> Local people have shown a great deal of interest. Local units of <br /> government are enthusiastically co-sponsoring this application, <br /> with the realization that the problems must be solved on a watershed <br /> basis. Meetings have been held with the St. Joseph County Area Plan <br /> Commission, the St. Joseph County Commissioners, (which also functions <br /> as the County Drainage Board), the South Bend City Council, and the <br /> St. Joseph County Park and Recreation Board. <br /> a � <br /> 7. Status of local organizations(s). <br /> The sponsoring whits of government have the powers to sponsor, construct, <br /> operate and maintain all types of watershed improvements. <br /> 8. Nondiscrimination Clause <br /> "The program conducted will be in compliance with all reouirements <br /> respecting nondiscrimination as contained in the Civil Rights Act <br /> of 1964 and the regulations of the Secretary of Agriculture <br /> (7 C.F.R. 15.1 - 15.12), w-ich provides that no person in the <br /> United States shall, on the ground of race, color or national <br /> origin, be excluded from participation in, be denied the benefits. <br /> of, or be subjected to discrimination under any activity receiving <br /> Federal financial assistance". <br />
