APPLICATION FOR ASSISTANCE IN PLANNING AND CARRYING OUT WORKS OF <br /> IMPROVEMENT UNDER THE WATERSHED PROTECTION AND FLOOD PREVENTION ACT <br /> TO THE HONORABLE <br /> THE SECRETARY OF AGRICULTURE <br /> UNITED STATES DEPARTMENT OF AGRICULTURE <br /> The undersigned local organization (s) makes application for Federal <br /> assistance under the Watershed PrGtection and Flood Prevention Act <br /> in preparing and carrying out plans for works of improvement for the <br /> Bowman Creek watershed. <br /> 1 <br /> State of Indiana <br /> The following information is submitted in support of the application: <br /> 1. Size of watershed: 12,704 acres. <br /> 2. Location of watershed <br /> a. State(s) Indiana <br /> b. County(ies) ''t. Joseph <br /> c. Tributary of St. Joseph River <br /> 3. Watershed problems: (Narrative description of flooding, <br /> agricultural water management, and other water management <br /> problems to show why Federal assistance is needed. <br /> May be documented by tables and/or pictures) . <br /> The Bowman Creek Watershed is a part of a rapidly expanding urban area. <br /> Severe f:1.noding problems are increasing because of the amount of building <br /> ana development that is occurring. This flooding affects a large number <br /> of urban dwellings, several retail outlets, and several rats r large <br /> industrial concerns. ,dmittedly, most of this flooding occurs because <br /> of the lack of proper planning, as is the case in other urbanizing areas <br /> throughout tte country. This condition has now been rectified, since <br /> there is new in exi.stance an Area Plan Commission which is vigorously <br /> eng�.Yed in an active planning program. There are substantiaLl areas in <br /> t-e watershed that need improved drainage. Pollution is quite a <br /> oroblem causing portions of the channel to be posted as "polluted" <br /> during the summer months. The area is in severe need of recreational <br /> facilities and a very active County Park Board is interested in possible <br /> multivle purpose of one or more of the proposed impoundments. <br /> J� <br />
