Briefly describe, in quantifiable terms to the extent possible, the magnitude of the problems or needs identi- <br /> fied in 2. <br /> Housinen <br /> The Neighborhood Analysis and the Housing Study listed above (Nos. 1 and 3) , <br /> determined that the City's housing problem was moderate and could be resolved <br /> with the construction of the recent allocation of 500 public housing units <br /> approved by City Council and the establishment of the assured housing program <br /> as outlined in the housing reports. The studies also found that the long <br /> range housing problems can best be resolved with the creation of a central <br /> I housing agency. The Urban Coalition of St. Joseph County has expressed an <br /> interest and willingness to assume that responsibility. <br /> JEconomy: <br /> The economic analysis found that the industrial development in St. Joseph . <br /> County should be more aggressively pursued. The old Studebaker complex <br /> should b>r redeveloped as an inner-city industrial park and the airport <br /> industrial park should be provided with all necessary streets and utilities. , <br /> t <br /> Racial: <br /> i <br /> The Mid Planning Statement prepared by residents of the Model Neighborhood <br /> ! indicated, as did the Model Neighborhood application prepared by the City, <br /> ! that the racial problem in South Bend center on assured housing and employ- <br /> ! ment.
