Housinen The Neighborhood Analysis and the Housing Study listed above (Nos. 1 and 3) , determined that the City's housing problem was moderate and could be resolved with the construction of the recent allocation of 500 public housing units approved by City Council and the establishment of the assured housing program as outlined in the housing reports. The studies also found that the long range housing problems can best be resolved with the creation of a central I housing agency. The Urban Coalition of St. Joseph County has expressed an interest and willingness to assume that responsibility. JEconomy: The economic analysis found that the industrial development in St. Joseph . County should be more aggressively pursued. The old Studebaker complex should b>r redeveloped as an inner-city industrial park and the airport industrial park should be provided with all necessary streets and utilities. , t Racial: i The Mid Planning Statement prepared by residents of the Model Neighborhood ! indicated, as did the Model Neighborhood application prepared by the City, ! that the racial problem in South Bend center on assured housing and employ- ! ment.
