ORDINANCE NO <br />AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA APPROPRIATING $123,135 WITHIN FUND 212 RECEIVED FROM THE <br />U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT'S <br />EMERGENCY SHELTER GRANT PROGRAM <br />STATEMENT OF PURPOSE AND INTENT <br />In order to deliver service to homeless individuals within our community, the City <br />of South Bend received funds from the U.S. Department of Housing and Urban <br />Development for the delivery of such services through various sub - grantees. The funds <br />appropriated in this ordinance will aid in defraying the costs of shelter operation and <br />maintenance and in providing essential services and assistance in homeless prevention. <br />NOW, THEREFORE, BE IT ORDAINED by the Conunon Council of the City of <br />South Bend, Indiana: <br />Section I. The Sum of $123,135 is hereby appropriated in fund 212 and allocated <br />among accounts as set forth below. This appropriation shall be administered by the <br />Department of Community and Economic Development and its designated subgrantees, <br />in accordance with the 2010 Housing and Community Development (HCD) Action Plan, <br />which is hereby approved and incorporated by reference with respect to the following <br />distributions: <br />PROJECT NUMBER DESCRIPTION AMOUNT <br />JES 09 -1 Center for the Homeless $32,000 <br />JES 09.2 AIDS Ministries /AIDS Assist 15,135 <br />JES 09 -3 Youth Service Bureau 25,000 <br />JES 09 -4 YWCA 45,000 <br />TOTAL $123,135 <br />Section 11. No costs will be incurred or funds expended for any of the programs <br />addressed in this ordinance prior to completion and subsequent certification of the <br />Environmental Review Process specified in Title Twenty -four (24) part Fifty -eight (58) <br />of the Code of Federal Regulations, containing the Environmental Review Procedures for <br />the Emergency Shelter Grants Program, and the reccipt of an official release of funds <br />from the U.S. Department of Housing and Urban Development. <br />Section III. This ordinance shall be in full force and effect from and after its <br />passage by the Common Council and Approval by the Mayor. <br />
