RESOLUTION NO . 257-70 <br /> A RESOLUTION APPROVING CHANGES IN THE NEIGHBORHOOD <br /> ASSOCIATION PROGRAM CONTAINED IN THE FIRST YEAR <br /> COMPREHENSIVE PLAN FOR THE CITY DEMONSTRATION AGENCY . <br /> WHEREAS, the City of South Bend has executed a Grant <br /> Agreement with the United States dated August 3 , 1970 under <br /> which the United States agreed to assist the city in carrying <br /> out its comprehensive city demonstration program (Program) and <br /> certain projects and activities listed in the Grant Budget of <br /> the Grant Agreement; and <br /> WHEREAS, the Common Council of the City of South Bend, <br /> by Resolution No . 243-70 adopted July 20, 1970 , approved the <br /> first year comprehensive plan under said Grant Agreement; and <br /> WHEREAS , included as a citizen involvement component <br /> of the non-supplemental funded projects enumerated in said first <br /> year comprehensive plan was a proposal for the formation and <br /> staffing of a Neighborhood Association; and <br /> WHEREAS, said Neighborhood Association proposal called <br /> for a budget of $49 ,567, to be paid from funds to be provided by <br /> the U. S . Office of Economic Opportunity (O.E .O . ) ; and <br /> WHEREAS, the said Office of Economic Opportunity has <br /> not been able to make funds available for such purpose and it <br /> has now therefore become necessary to look to other sources of <br /> funds with which to finance said Neighborhood Association propos- <br /> al; and <br /> WHEREAS, there are and will continue to be unexpended <br /> and un-needed balances in the funds earmarked for other programs <br /> called for in said first year comprehensive plan sufficient to <br /> cover the cost of said Neighborhood Association proposal; and <br /> WHEREAS, said unexpended balances are in funds made availa- <br /> ble by the U. S . Department of Housing and Urban Development (H .U.D. ) , <br /> rather than the Office of Economic Opportunity ; and <br /> WHEREAS, the Model Neighborhood Planning Agency Board <br /> on Nov. 18, 1970 recommended implementation of the Neighborhood <br /> Association proposal at a revised budget of $35,167, for the period <br /> from Dec . 1, 1970 , through Nov. 30 , 1971, utilizing the unused <br /> H.U.D. funds ; and <br /> WHEREAS, the Department of Housing and Urban Development <br /> (H.U.D. ) in June of 1969 issued a handbook governing Administrative <br /> and Legal Policies and Procedures for the Execution Phase of the <br /> Model Cities Program, which is identified as CDA Letter No . 8, and <br /> further identified as MCGR 3100 . 8; and <br /> WHEREAS, according to paragraph 14 b ( 3) of said CDA <br /> Letter No . 8 the addition of a project or activity costing more <br /> than $25,000 . 00 requires local governing body approval; <br />
