L <br /> RESOLUTION NO. 1-71 <br /> A RESOLUTION SETTING FORTH THE NEED FOR ECONOMIC DEVELOPMENT <br /> WHEREAS: The City of South Bend has experienced in recent <br /> years a decline from 59% to 30% in its labor force <br /> in the manufacturing sector and , <br /> WHEREAS: The Hammer, Green, Siler Study indicates that signi- <br /> ficant remedies are not at present available to cause <br /> an upturn in manufacturing employment and, <br /> WHEREAS: There has been a drastic reduction in what is referred <br /> to as the import dollar which is brought to the <br /> community through sales made on regional , national , <br /> and international basis. <br /> NOW, THEREFORE, BE IT RESOLVED by the Economic Development <br /> Commission that because of insufficient employment <br /> opportunities and insufficient diversification of <br /> industry, the economic welfare of the city would be <br /> benefited by the acquisition and leasing to others <br /> of industrial facilities. <br /> THIS RESOLUTION ADOPTED BY THE ECONOMIC DEVELOPMENT COMMISSION OF <br /> THE CIVIL CITY OF SOUTH BEND, INDIANA, THIS 1 "S T DAY OF <br /> /1)9 C tq 1971 . <br /> PRESIDENT - KARL G.
