TO: MEMBERS OF THE COMMON COUNCIL We, the undersigned, wish to express our belief and con- cern that the city of South Bend should move forward with the greatest possi- ble haste in expanding its waste treatment facility. We feel that the rapidly increasing demands of a growing city, and the urgent need to reverse the pol- lution of our environment, dictates that we accept the federal grant available to us and proceed with the expansion program as mandated by the Indiana Stream Pollution Control Board.
