3 <br /> PROPOSAL FOR EXPANDED LEGAL SERVICES <br /> IN THE MODEL CITIES NEIGHBORHOOD <br /> PURPOSE AND BENEFICIARIES <br /> This project is designed to demonstrate the operation of neighborhood <br /> legal offices providing a wide variety of legal services to the poor <br /> in the Model Cities area, staffed by full -time employees, volunteer <br /> law students under the supervision of an attorney, and volunteer <br /> attorneys from the St . Joseph County Bar Association. The project <br /> includes a Lay Advocacy Program for the poor and persons who work with <br /> them.
