MEMORANDUM:
FROM: S . J. Crumpacker, City Attorney DATE: Oct . 28, 1971
TOz Members of the Common Council
SUBJECT- Resolution for Additional Appropriation in Account G-262 , "Law
Books" , and Transfer of same from Account G-721 , "Furniture
and Fixtures" .
Upon moving the old City Court law library up to the legal
department , I found that many volumes were missing and that some of
the sets were not up to date . Among the more important deficiencies
were the following:
33 volumes of the Indiana Supreme and Appellate Court
reports were missing.
The pocket parts of the Indiana Law Encyclopedia had not
been brought up to date since 1957 , and 4 obsolete
volumes had not been replaced.
A law book without the current pocket part is virtually
worthless as you always have to check everything said in the bound
text against the latest court decisions and statutory amendments as
reported in the pocket parts . In addition to replacing the missing
volumes and bringing all of the sets up to date , I would also like to
buy the 20 available volumes of the Opinions of the Attorney General
of Indiana, as these are invaluable in making statutory interpretations -
something I am called on to do almost continuously .
All of this will cost more than the $800 .00 originally appro-
priated to Account G-262 , "Law Books" , for 1971 . The balance in this
account as of this date is $237 .52 . We presently have bills outstanding
or anticipated totalling $166 . 10 . The additional expenditures I would
like to make total $308.00 , which are one-time items which would not be
repeated in future years . This would indicate a need for an additional
amount of $236 . 58, but I have rounded this off at $250 .00 to cover
contingencies .
I have this amount available in Account G-721, "Furniture and
Fixtures" , for which I do not anticipate a need during 1971, and am
requesting a transfer from G-721 to G-262 .
S . J . Crumpacker
SJC :eh FILED IN CLERK'S OFFICE
uV 3 1971
KATHRYN L. BLOUGH
CITY CLERK, SOUTH BEND, IND.
