described as follows : <br /> Beginning at the intersection of the West line of the North- <br /> south alley adjacent and East of lots AF, AG, and AH in the <br /> Plat of the Commissioner ' s Subdivision of Lots 1 and C and <br /> the North line of Paris Street ; thence southerly along the <br /> West line of said north-south alley extended to the south <br /> line of the east-west alley between Paris Street and Pen- <br /> nsylvania Street ; thence easterly along the south line of <br /> said east-west alley to the intersection of the east line <br /> north-south alley adjacent and east of lot 73 in the Plat <br /> of Elder Place extended southerly; thence northerly along <br /> the east line of said north-south alley extended southerly <br /> and the east line of the north-south alley adjacent and east <br /> of lots 73 , 52 , 35 , and 19 in the Plat of Elder Place to <br /> the intersection with the north line of the east-west alley <br /> adjacent and north of said lot 19 extended easterly; thence <br /> westerly along the north line of said east-west alley ex- <br /> tended and the north line of the east-west alley adjacent <br /> and north of lots 2 through 19 in the Plat of Elder Place <br /> and the north line of said east-west alley extended west- <br /> erly to the intersection with the west line of the north- <br /> south alley adjacent and east of lots AF, AG , and AH in <br /> the Plat of the Commissioner ' s Subdivision of lots 1 and <br /> C extended northerly; thence southerly along the west line <br /> of said north-south alley extended northerly and the west <br /> line of said north-south alley to the point of beginning, <br /> containing approximately 481 , 000 sq . ft. <br /> in the City of South Bend, State of Indiana, (herein called the "Locality") ; <br /> and <br /> WHEREAS, the Local Public Agency has applied for additional financial <br /> assistance under such Act and proposes to enter into an additional contract <br /> or contracts with the Department of Housing and Urban Development for the <br /> undertaking of, and for making available additional financial assistance <br /> for the Project ; and <br /> WHEREAS, the Local Public Agency has made detailed studies of the <br /> location, physical condition of structures , land use , environmental in- <br /> fluences , and the social , cultural , and economic conditions of the Project <br /> area and has determined that the area is a blighted area and that it is <br /> detrimental and a menance to the safety, health, and welfare of the in- <br /> habitants and users thereof and of the Locality at large , because of the <br /> presence of blighted structures and the lack of adequate community im- <br /> provements , and the members of this Governing Body have been fully <br /> appraised by the Local Public Agency and are aware of these facts and <br /> conditions ; and <br /> WHEREAS, there has been prepared and referred to the Common Council <br /> of the Locality (herein called the"Governing Body") for review and approval <br /> of an Urban Renewal Plan for the Project area, dated April 6 , 1973 , and <br /> consisting of pages , supported by the Final Project Report material <br /> data, and recommendations , which material , data, and recommendations are <br /> not a part of the Urban Renewal Plan. <br /> WHEREAS, the Urban Renewal Plan has been approved by the Governing <br /> Body of the Local Public Agency, as evidenced by the copy of said Body' s <br /> duly-certified resolution approving the Urban Renewal Plan, which is <br /> attached thereto ; and <br /> WHEREAS, a general plan has been prepared and is recognized and <br /> used as a guide for the general development of the Locality as a whole ; <br /> and <br /> WHEREAS the Area Plan Commission of St . Joseph County , which is the <br /> duly-designated and acting official planning body for the Locality , has <br />
