Approving the filing of a hardship amendatory loan and grant application

WHEREAS, there has been prepared and referred to the Common Council of the Locality (hereinafter called the "Governing Body") for review and approval of an Urban Renewal Plan for the Project area, dated November 15, 1967, and consisting of 41 pages, supported by the Final Project Report material, data and recommendations, which material, data and recommendations are not a part of the Urban Renewal Plan. WHEREAS, it is necessary that the Governing Body take appropriate official action respecting said Urban Renewal Plan for the Project, in conformity with the contracts for financial assistance between the Local Public Agency and the United States of America, acting by and through the Department of Housing and Urban Development Administrator; and WHEREAS, the Governing Body is cognizant of the conditions that are imposed in the undertaking and carrying out of urban renewal projects with Federal Financial Assistance under Title I, including those prevent- ing discrimination because of race, color, creed or national origin; and WHEREAS, the Governing Body has heretofore duly reviewed, con- sidered and approved the aforementioned Urban Renewal Plan for the Pro- ject by its Resolution No. 193-68 dated and passed the 10th day of September, 1968; and WHEREAS, the Governing Body does hereby accept and approve its findings recited in the aforementioned Resolution; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend that additional financial assistance under the provisions of Title I of the Housing Act of 1949, as amended, is necessary to enable the land in the Project area to be renewed in accordance with the Urban Renewal Plan for the Project area and, accordingly, the filing by the Local Public Agency of a Hardship Amendatory Loan and Grant Application in the amount of $25, 539 , 038 . 00 for Project Number Indiana R-66 under said Title I is hereby approved.
