RESOLUTION NO. <br /> A RESOLUTION OF THE COMMON COUNCIL OF THE CITY <br /> OF SOUTH BEND SUPPORTING THE PROPOSITION THAT THE <br /> STATE OF INDIANA SHOULD ENACT LEGISLATION PROVIDING <br /> FOR STATE AND REVENUE SHARING SIMILAR TO THE <br /> PRESENT CONCEPT OF FEDERAL REVENUE SHARING. <br /> WHEREAS, the Common Council of the City of South Bend, <br /> Indiana realizes the burdensome financial standing of local units <br /> of government and the burden upon the taxpayers of said local <br /> units of government as a result of tax levies. <br /> WHEREAS, the Common Council of the City of South Bend <br /> also realizes that the state of Indiana has enjoyed in the past <br /> surplus monies as a result of the state sales tax and the state <br /> gasoline tax. <br /> WHEREAS, the Common Council of the City of South Bend <br /> feels that these surplus monies could be returned to the local <br /> units of government and to the taxpayers by implementing a <br /> program of state revenue sharing similar to the existing federal <br /> revenue sharing program. <br /> NOW, THEREFORE, BE IT RESOLVED by the Common Council of <br /> the City of South Bend, Indiana, that: <br /> SECTION I. <br /> The Common Council of the City of South Bend strongly <br /> supports the proposition that the state of Indiana enact legis- <br /> lation in the form of a state revenue sharing program to return to <br /> local units of government and the taxpayers residing therein <br /> surplus monies existing as a result of other forms of state taxation. <br />
